Reference #: 4601929 THE POSITION Are you a strong critical thinker who would enjoy conducting complex investigative work to assist in preventing scenarios of fraud throughout the Commonwealth?  If so, this may be the position for you!  A Special Investigator 2 is needed to complete employee background checks and investigations that are generated through complaints, referrals, and information from various sources concerning allegations of fraud, waste, abuse, and misconduct in executive agencies or reports of deficiencies in programs, operations, and contracting with the Commonwealth agencies under the Governor's jurisdiction.  If you are a detail-oriented and ambitious professional who possesses the necessary experience, the Office of State Inspector General (OSIG) wants to meet you!

DESCRIPTION OF WORK

As a Special Investigator 2, you will be responsible for leading preliminary investigations, making recommendations for initiation of full investigations, and planning, conducting, and implementing investigations, either alone or with other investigators, within the established time frame.  You will interview witnesses, informants, Commonwealth employees, and other individuals having information concerning the allegation and the person or persons who are the subject of the investigation, traveling to field sites to conduct interviews when appropriate.  You will prepare or participate in the preparation of detailed investigative reports, including making recommendations for changes and improvements in state agency administrative operations to eliminate or prevent future problems and discrepancies.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Travel is required.

Telework: You may have the opportunity to work from home (telework) part-time, up to 12 days per month, based upon operational needs.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. QUALIFICATIONS Minimum Experience and Training Requirements: Two years as a Special Investigator 1, OSIG or Special Investigator 1 (Commonwealth titles); or Two years of experience conducting criminal, civil, or administrative investigations, and a bachelor's degree in criminal justice or a related field; or An equivalent combination of experience and training. Special Requirements: You must possess an active motor vehicle license. You must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job. You must attend and successfully complete the Commonwealth Investigator Training Program (CITP) within one year of employment.

Additional Requirements: You must have an understanding of investigative processes and principles. You must adhere to the values and ethics of the OSIG. You must demonstrate professionalism and discretion in your work. You must possess solid written and verbal communication skills. You must show initiative and possess problem-solving skills. This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.  Under Pub 1075,  acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification. Due to Act 29, the selected candidate will have limited law enforcement powers, which require all employees with access to agency systems to undergo fingerprinting and an in-depth background check to include criminal, tax, and credit history.
