Pearl Interactive Network sourcing to hire a Proposal Manager.
The Proposal Manager is responsible for driving the successful development and submission of competitive federal government proposals. This role integrates strategic planning, leadership, and meticulous execution to enhance Pearl’s success rate in the GovCon market. Key outcomes include timely, compliant, and compelling proposals that directly contribute to business growth.

Operating Hours: 8 am - 5 pm EST, Monday - Friday
Preferred Location: Remote, DC, VA, MD, Atlanta, GA

Job Duties:
Strategic Planning and Proposal Execution
Develop and implement detailed proposal plans, timelines, and strategies to maximize win probability (Pwin).
Analyze solicitation requirements (RFP, RFI, SS) and coordinate tailored responses that address client needs and emphasize Pearl’s differentiators.
Conduct comprehensive market, competitor, and risk assessments to inform proposal strategies.
Content Development and Compliance
Lead the creation of persuasive, client-focused content aligned with solicitation requirements.
Ensure proposals adhere to federal acquisition regulations and corporate quality standards.
Maintain and enhance a library of reusable proposal content, streamlining future efforts.
Team Leadership and Collaboration
Organize and direct cross-functional proposal teams, including subject matter experts and external partners.
Act as the primary liaison between business development, operations, and executive leadership during the proposal lifecycle.
Facilitate debriefs to capture lessons learned and continuously improve processes.
Performance Tracking and Reporting
Monitor and report on proposal metrics, including submission volume, win rates, and resource allocation.
Provide data-driven insights to executive leadership, supporting strategic decision-making.
Job Requirements:
Bachelor’s degree in Business, Communications, or a related field.
5+ years of experience managing federal proposals with proven success in the GovCon sector.
Proficiency in tools like Deltek GovWin, SAM.gov, and FPDS.
Exceptional communication skills with an emphasis on persuasive writing and storytelling.
Strong organizational and project management abilities to handle multiple, concurrent proposals.
Demonstrated ability to lead and inspire cross-functional teams under tight deadlines.
Thorough understanding and strong grasp of the federal government business bidding and Request for Proposal processes.
Experience with commercial and government systems that support the federal capture process, e.g., Deltek GovWin, FedBizOpps (FBO), Federal Procurement Data System (FPDS), and the System for Award Management (SAM).
Periodic travel within the D.C., Maryland, and Northern Virginia areas may be required.
Virtual position requiring a professional, distraction-free work environment.
Frequent use of computers, phones, and virtual collaboration tools.
