Rabbittransit Human Resources Manager in Harrisburg, Pennsylvania

The position is critical in assisting rabbittransit in meeting our mission of mobility. The impact of public transportation runs much deeper than a trip from point A to point B. This position is responsible for the coordination of the human resource function to include recruitment and selection, employee relations, labor relations and benefit administration.

Key/Reporting Relationship/Direct Reports:

This position reports to the Chief Human Resources Officer. This position receives broad guidelines and sets priorities for self and staff. The Human Resources Business Partners report to this position.

Some of the Essential Duties and Responsibilities:

Manages the human resource management function, including retirement, classification and compensation, employee benefits, unemployment, labor relations, drug and alcohol program, and records management; monitors the terms and conditions of employment to ensure compliance with State and Federal laws.

Achieves the Authority's mission and strategic goals by performing a wide variety of HR-related duties in support of the Human Resources Department. Provides customer service and answers questions from employees and the general public, both in-person and by telephone, regarding human resources inquiries.

*Conducts recruitment effort *for all exempt and nonexempt workers; works with supervisors to screen and interview candidates; monitors career-path program and employee relations counseling.

Manages benefit administration for employees to include newly eligible, qualifying events, terminations, and open enrollment. Explains the benefits package to new employees and answers questions for employees on benefits issues. Communicates problems to insurance carriers and or broker and follows up for resolution. Handles necessary processing in various carrier and broker systems regarding enrollments and terminations. Approves all insurance invoices.

*Conducts investigations of *complex and/or serious employment matters; provides counsel, training and technical assistance to employees, supervisors, and management on employment law and employment related issues and problems.

Contributes to organization's effectiveness by supporting direction and change initiatives that balance the expectations and needs of the organization, its employees, and other stakeholders; assists with training and development initiatives that support the strategic direction; assists with the performance evaluation process.

Some of the Essential knowledge, skills, abilities and experience:

  • Bachelor's degree in Business with preferred degree in Human Resources or Organization & Development. Prefer a certified individual with SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR) or Sr. Professional in Human Resources (SPHR).
  • Seven to ten years generalist background with broad knowledge of all functions of Human Resources to include workforce planning, compensation & benefits, employee relations, organization and development and labor relations.
  • Ability to lead change initiatives.
  • Ability to work with diverse groups and implement initiatives to ensure an inclusive environment.
  • Ability to work on multiple projects in a fast paced environment.
  • Ability to bring credibility to the HR function through professional qualities, leadership skills, and a high level of integrity.
  • Ability to be self-motivated and results oriented to accomplish objectives on schedule.

     

  • Must possess valid motor vehicle operator's license that is not under suspension or revocation, and possess current automobile insurance coverage.
