As the Executive Director, you will be responsible for overseeing a wide range of local government services, which includes providing guidance, technical support, and strategic planning in various areas such as government structure, finance, operations, personnel management, public works, municipal codes development and enforcement, training, intergovernmental cooperation, community planning, economic development, and general administration.

DESCRIPTION OF WORK In this position, you will be responsible for establishing goals, objectives, and priorities for the Center, ensuring alignment with the overall mission and vision of the organization. You will be tasked with creating and enforcing a comprehensive framework of rules, regulations, policies, procedures, standards, and guidelines to effectively manage program activities within the Center. Regular engagement with local, state, and federal authorities, interest groups, advisory committees, and the general public will be necessary to address and resolve sensitive or controversial issues related to local services. You will be required to analyze proposed legislation to assess its potential impact on program operations and local governments, providing recommendations and feedback accordingly. Preparation of budget requests, financial planning, and resource allocation will also fall under the purview of this position to ensure the Center's financial sustainability and operational efficiency. Acting as a liaison between the Center and federal officials, as well as other government agencies, will be a key responsibility to foster collaboration and partnership in achieving organizational objectives. Keeping abreast of state and federal laws and regulations that may affect Departmental programs is essential to ensure compliance and adaptability to changing legal landscapes. Supervision and management of a diverse team comprising professional, technical, and clerical staff will be crucial to maintain a high level of performance and productivity within the Center. Providing guidance and expertise to staff members on complex technical and managerial issues will be essential to support professional development and problem-solving within the team. Delivering presentations, speeches, and informational sessions to various stakeholders, including interest groups, legislators, media, and the public, will be necessary to promote awareness and understanding of the Center's programs and initiatives.

Work Schedule and Additional Information:

Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. Check your email, including spam/junk folders, for these notices.   REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: Nine years of responsible professional experience involved in local or r gional governmental affairs as a consultant, manager, administrator, planner or governmental official, including four years in a managerial capacity; and a bachelor's degree; or Any equivalent combination of experience and training. Additional Requirements: You must have at least 4 years of experience working with Pennsylvania Local Government Associations, Municipal Authorities, and Councils of Government. You must have at least 4 years of supervisory experience. You must have at least 4 years of public speaking experience. You must be able to report to Harrisburg Office 3 days a week.
