Key Responsibilities:
- Work as part of the review and compliance team to support the budget documentation process for out-of-home placement services.
- Gather, review, and analyze complex financial reports and data sets to ensure compliance with state and federal standards.
- Apply federal regulations to each unique service provider with provided training.
- Learn and implement Pennsylvania's policy and procedures for Title IV-E allowable claiming for foster care providers, covering both direct and indirect costs.
- Collect and accurately enter findings into a database with a focus on accuracy, timeliness, and detail.
- Perform data management tasks, including creating and managing queries.
Required Skills:
- Budgeting and Finance Skills: Strong knowledge and experience in budgeting and financial analysis.
- Excel Proficiency: Advanced capabilities in Excel, including data analysis and reporting.
- Analytical Skills: Ability to analyze and interpret complex data accurately.
- Communication Skills: Excellent verbal and written communication skills, with the ability to provide clear guidance and support to provider agencies.
- Attention to Detail: High level of accuracy and attention to detail in all tasks.
Required Experience:
- Bachelor's degree or higher, preferably in business, accounting, social work, public policy, or a closely related field; OR
- Minimum of 3 years of relevant work experience in child welfare, Title IV-E eligibility, policy, or invoicing; OR
- Minimum of 5 years of experience in financial management and invoicing for federal and state funds.
