SERV Behavioral Health System Property Manager in Hamilton, New Jersey

JOB SUMMARY:

You must have experience with managing and maintaining property rentals.

Reporting directly to the Senior Vice President of Properties and Management, the Property Manager is responsible for maintaining property rentals by advertising, showing and filling vacancies, preparing, renewing and enforcing leases and facilitating HUD and Tax Credit property inspections.  The Property Manager ensures compliance with New Jersey and federal Anti-Discrimination and Fair Housing Act laws and manages associated inspections and certifications.  RESPONSIBILITIES:

  • Maintains, monitors and ensures compliance for HUD, EIV, and Tax Credit properties and other special needs housing.

  • Keeps properties occupied; attracts tenants by advertising vacancies, obtaining referrals and showing units to prospective tenants.

  • Keeps accurate financial records from property operations; produces monthly financial reports for leadership.

  • Keeps accurate and updated records using property management software;  enters tenant information, rent payments and receivables.

  • Sends monthly resident invoices, keeps monthly ledgers, and researches tenant payment disputes and issues.

  • Monitors and attends all HUD and Tax Credit property inspections.

  • Maintains Supportive Housing Connection and Community Support Services resident leases and files.

  • Schedules annual inspections for Life Hazard, Fire, Sprinkler and Alarms; maintains certificates.

  • Manages lease administration for commercial tenants, including maintaining tenant files, collecting rents, tracking and enforcing leases, coordinating any necessary legal actions, third party collections or administrative notices.

  • Maintains cordial relationships with leased apartment landlords;  serves as point of contact for concerns and disputes.

  • Works with outside counsel on legal proceedings for nonpayment or lease violations;  attends proceedings in landlord/tenant court.

  • Assists external support agencies, facilitating timely exchange of information to ensure payments from HUD.

  • Additional duties as assigned or as needed to support departmental or organizational goals.

QUALIFICATIONS & SKILLS:

  • Familiarity with the principles of New Jersey and federal anti-discrimination laws and Fair Housing Act requirements.

  • Knowledge of New Jersey landlord tenant law preferred.

  • Ability to read and comprehend financial statements including profit and loss statements, general ledgers and budgets.

  • Ability to respond with flexibility and efficiency to frequent changes in task focus, competing priorities, and multiple deadlines.

  • Computer skills including MS Office and ability to utilize RealPage or similar property management software.

  • Excellent verbal and written communications skills.

  • Diplomacy and the ability to build credibility and trust in interpersonal relationships.

  • Maturity, professionalism and the ability to represent SERV in a positive light to external stakeholders.

  • Accuracy, organizational skills, multitasking and attention to detail.

  • Ability to work a flexible schedule which may include long hours, nights and weekends.

REQUIRED LICENSES OR EXPERIENCES:

  • High school diploma or equivalent;  Associate’s degree preferred

  • Certified Assisted Housing Manager in New Jersey for HUD and Tax Credit properties

  • Certified Enterprise Income Verification Specialist by NCHM

  • Experience with HUD, HMFA, COA and/or Tax Credit property management

  • Valid driver’s license in state of residence, clean driving record and reliable transportation for local travel.
