City of Gulfport Contract Administrator/Floodplain Manager in GULFPORT, Mississippi

Hourly Salary: $26.47/hr

Position Overview

The Contract Administrator / Floodplain Manager is under the supervision of the Director of Urban Development. This position is authorized act on behalf of The City of Gulfport Urban Development Department for matters relating to the overall management and coordination of contracts within the Urban Development Department. Performs operations pertaining to the interpretation of the Flood Control Ordinance of the City of Gulfport in consideration with the National Flood Insurance Program regulations. This individual conducts periodic inspections to ensure compliance with locally adopted ordinances and regulations. Provides technical assistance to the general public on such issues as elevations and retro fitting of existing structures.

Essential Job Functions

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Prepares, negotiates, and review company contracts.

• Ensures contracts are in compliance with applicable laws and regulations.

• Develops and drafts business proposals for strategic partnerships and similar deals.

• Assures all necessary clauses and details are included in contracts.

• Remains up-to-date with legislative changes that could affect current and future contracts.

• Coordinate with legal when necessary.

• Maintains an organized system of physical and digital records.

• Review and interpret construction plans and documents for compliance with locally adopted Floodplain Ordinances and NFIP requirements.

• Review and interpret Elevation Certificates for compliance with the City Standards and NFIP.

• Determines floodplain zones and required elevations including the determination of an elevation from a flood profile.

• Conducts substantial damage assessments.

• Determines increased cost of compliance determinations.

• Completes required FEMA reports.

• Issues property documentation for every building permit issued in a floodplain.

• Makes unnumbered A Zone Flood determinations.

Knowledge, Skills and Abilities

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of contract law.

• Familiarity with business, finance, and accounting terminology.

• Knowledge of legal requirements involved with contracts.

• Attention to detail.

• Extensive knowledge of NFIP requirements.

• Ability to read and interpret regulations and apply them to construction documents and field inspections.

• Ability to make unnumbered flood zone determinations.

• Extensive knowledge of Floodplain Management practices.

• Ability to interpret a Flood Study Profile.

• Ability to interpret construction blue prints.

• Ability to detect code and ordinance violations and to determine appropriate remedial actions.

• Ability to enforce regulations with firmness, tact, and impartiality.

• Ability to communicate clearly and concisely, both orally and in writing.

• Ability to establish and maintain effective working relationships with the staff and the general public.

• Extensive knowledge of computer applications.

• Knowledge of Geographical Information Systems.

Education and Experience

Bachelor's degree from a college or university with a minimum of five (3) years experience in contract administration and Floodplain Management. Education and or experience may be substituted if demonstrated by the applicant that they possess the above desirable knowledge, skills and abilities. Floodplain management certification is preferred, but not required. If applicant does not have a floodplain management certification, they must obtain certification within the first year of employment.

Licenses or Certificates

Must possess a valid driver's license. Must obtain Floodplain management Certification within one year from the date of employment. Failure to do so, will result in termination of employment.

Physical requirements include occasional lifting/carrying of 50+ pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are both indoors and outdoors.
