Naval Facilities Engineering Command CONSTRUCTION MANAGER in Guantanamo Bay, Cuba

Summary You will serve as a CONSTRUCTION MANAGER in the Public Works Department of Naval Facilities Engineering Systems Command Southeast within the Planning, Design and Construction Directorate, Department of the Navy (DON), Guantanamo Bay, Cuba RELOCATION/RECRUITMENT INCENTIVE MAYBE AUTHORIZED. Responsibilities You will be responsible for the thorough implementation of the government Quality Assurance (QA) Program and assessments of contractor performance through regular field surveillance and daily documentation procedures. You will ascertain the effectiveness of Contractors' Quality Control (QC) Systems, including attendance at Preparatory, Initial and Follow-Up inspections. You will prepare QA report for each day construction site is visited and reviews Contractor’s Quality Control Reports. i.e. shop drawings, samples, data, etc., for compliance with contract documents. You will examine Contractor’s job records as required for conformance with contract requirements including labor law compliance. You will review and monitor Contractor’s construction progress and submitted schedules and requests for payment and make recommendations regarding approval of payment estimates based on construction progress achieved and quality of work. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) as a Construction Manager and able to demonstrate specialized experience in the following: 1) Monitoring and maintaining progress, and ensuring safe, high quality and timely completion of construction contracts within the approved project budget. 2) Enforcing contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management. 3) Implementing the government Quality Assurance (QA) Program. 4) Determining the need for and proposing contract modifications and substitution of materials. 5) Preparing cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule. ADDITONAL REQUIREMENTS: Security Clearance: Noncritical Sensitive - SECRET Access Positions: The incumbent must be eligible to occupy a Noncritical Sensitive Position. Access to U.S. National Security Classified Information is required at the SECRET level, and the incumbent must be able to obtain and maintain a SECRET security clearance based on a T3 or T3R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 10 years. Defense Acquisition Workforce Improvement Act (DAWIA): This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 6000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Statement and Affiliation of Financial Interests: The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government. Telework: This position is eligible for telework on a situational basis. Vehicle License Requirements: The incumbent must possess and maintain a valid state driver's license to travel to dispersed sites within the local commuting areas. Travel is dependent upon position description and availability of funding.
