Summary This position is located at the Fitness Center, Marine Corps Base Camp Blaz (MCBCB), Guam. The mission of Joint Region Marianas (JRM) Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs. Responsible for overall components of the Semper Fit Branch and USN, Health Promotion Program and supports the Supplement Program as needed. Formulates overall branch fitness goals; sets priorities and deadlines; and establishes an operational tempo for the entire branch that facilitates efforts to accomplish organizational objectives. Performs nutrition and fitness analysis; evaluates candidates for tobacco cessation; provides stress management guidance; and promotes drug and alcohol abuse awareness. Conducts clinics, seminars and individual counseling to educate serviced community. Assists in planning and implementing a comprehensive, fitness program, for active and retired military, authorized civilians, contractors, and dependents at one or more facilities. Program includes personal training, group exercise, fitness incentives, and Navy physical readiness program. Provides guidance to all Fitness Center staff in the absence of the Fitness Director. Assists in planning and implementing a comprehensive, sports program, for active and retired military, authorized civilians, contractors, and dependents. Program includes self-directed recreational sports, and intramural and/or extramural recreational sports. Plans, organizes and conducts sports specific conditioning sessions, clinics, or seminars to train patrons. Serves as the subject matter expert on recreational sports for the installation. Plans and coordinates the details of recurring and non-recurring activities, special events and joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of MWR and MCCS program development. Assists the Fitness Program Director in periodically updating the departmental strategic plan and reports. Assists in projecting income derived from fees and charges. Monitors inventories, cost controls, patron counts and maintains related records and reports. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Knowledge that enables the employee to competently and independently carry out fitness, aquatics, and/or sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. Knowledge of Department of Defense (DoD), Department of the Navy (DON), CNIC and USMC policies and procedures governing the recreational activity certifications. Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. Knowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports.). Knowledge of the governing body rules for offered athletic events. Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness. Knowledge of military physical fitness standards and testing procedures. Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results. Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment. Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community. Skill in effectively organizing and utilizing available community resources. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to perform the full range of supervisory duties. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing. Work involves walking, sitting, standing, and lifting objects up to 45 pounds. When setting up special events, may climb ladders, move furniture or equipment, and use tools and building materials to prepare the recreation areas. Requires dexterity and agility as incumbent may demonstrate certain athletic techniques. The work also requires considerable physical exertion when handling tools, materials and equipment when organizing the physical environment for and instructing and guiding participants in indoor and outdoor activities. Occasional travel of less than 10% may be required. Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights, weekends and holidays. May work with hazardous materials (e.g., cleaning agents, gas, etc.). Must have or be able to obtain and maintain a valid state driver's license. Must possess and maintain a health education or fitness certification from a nationally accredited certifying organization, such as: Certified Health Education Specialist (NCHEC), Certified Inclusive Fitness Trainer (ACSM), Physical Activity in Public Health Specialist (ACSM), Certified Exercise Physiologist(ACSM), Certified Strength and Conditioning Specialist (NSCA), OR be able to obtain one of the above certifications within six months of employment after selected for the position. Must possess and maintain a certification as a Tobacco Treatment Specialist Facilitator or obtain this certification within 6 months of hire. Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (Tier 1) with Childcare background checks, which are required for positions that involve working with children under 18 years of age.
