ASRC Federal Holding Company IT Governance Support Specialist - NASA Goddard in Greenbelt, Maryland

ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking an IT Governance Support Specialist to provide full-time in office support to a NASA contract in Greenbelt, MD.

Responsibilities :

The IT Governance Support Specialist will work as a member of a cross-functional team to support the NASA Goddard Space Flight Center (GSFC). The IT Governance Support Specialist will have the following responsibilities:

  • Participate in Agency initiatives supporting IT Governance, IT Strategy, ITIL, EA, and CPIC requirements

  • Participate in audits of IT assets at Goddard Space Flight Center (GSFC)

  • Coordinate meetings and communications with various division chiefs regarding participation from their teams with various working groups

  • Provide overall coordination, reporting and stability of a complex and cross-functional IT portfolio, including major IT investments at GSFC

  • Support major IT investment quarterly review requirements including risk assessments and operational metric reviews

  • Communicate with users regarding the correct processes and procedures for purchasing approved IT assets

  • Support implementation and management of the GSFC IT governance policy by assisting in process development and requirements and instilling accountability, transparency, discipline, and control across the IT governance program areas.

  • Manage the upkeep of policies, processes and practices to improve GSFC's IT posture to be adaptable and prepare for changes in the environment and requirements

  • Continuously evaluate and improve the IT governance and planning capability for GSFC

  • Conduct as needed BOBJ financial reporting and training.

  • Perform IT data analysis and measurements.

  • Support the enterprise Capital Planning and Investment Control (CPIC) framework and processes for NASA GSFC

  • Work with department heads to obtain budgeting and planning information to develop and justify a comprehensive, accurate, multi-year IT requirements plan supporting the enterprise IT portfolio

  • Facilitate governance reviews of all CPIC requirements and activities throughout the year including mid-year and unfunded requirements; report status reviews and/or portfolio changes as applicable

  • Collaborate with and support the CPIC Lead to establish the Governance/CPIC Lifecycle schedule, Kick-off, Lessons Learned, policies and procedures, automation, communications plan, and IT investment owner communications.

  • Additional duties as required.

Requirements:

  • Strong writing skills and ability to document outputs from meetings and interactions with both team members, managers and executives

  • 5+ years of IT Governance Experience (in any federal government agency) is preferred.

  • 3-5 years of Data Analytics

  • Microsoft SharePoint

  • Power BI

  • Portfolio Management

  • Technology Business Management (TBM)

  • Capital Planning Investment Control (CPI) Life cycle.

  • Executive level communication (senior level managers and directors)

  • Strong desire to continuously improve processes.

  • Ability to work well both independently and also within a team

  • Strong customer focus to respond quickly to customer needs

  • Self starter with willingness to reach out to points of contact to obtain necessary information, meeting attendance, and participation

  • Familiarity with Federal IT governance processes and willingness to implement best practices at NASA GSFC

  • Ability to learn and work within NASA’s strategic sourcing guidelines to support IT asset acquisition and purchase approval process.

  • Excellent interpersonal skills and ability to navigate politics and develop successful relationships with varied personalities.

Education and Experience:

  • 5 years with bachelor’s degree or 8 years in lieu of degree.

This posting is offering a pay range of $82,404 to $123,606 depending on experience, seniority, geographic locations, and other factors permitted by law.
