COUNTY OF BROWN Behavioral Health Supervisor: CCS Youth in GREEN BAY, Wisconsin
JOB REQUIREMENTS: Job Summary This position provides clinical and direct program supervision in the Comprehensive Community Services program, with specific focus on children and youth. CCS is a Medicaid program that provides supports and services for children and youth with mental health and/or substance use diagnoses. CCS follows a recovery and team-based philosophy and is a voluntary participant driven program. This position requires clinical supervision of case managers and therapists that provide supports and services to children and youth. Essential Duties Supports CCS case managers, QA and therapists in all aspects including hiring, training, approval of timecards, performance evaluations, individual and group supervision and approval of training. Provides case managers educational opportunities to ensure they are well versed in a variety of mental health diagnoses and the challenges CCS families face. Oversees and ensures DHS 36 required training program elements are complied with for internal and external staff and provides additional staff training targeted to improve DHS 36 and compliance with DHS 92 and 94. Coordinate programmatic and participant needs requests and maintain effective communication to ensure a strong partnership with the Wisconsin Department of Health Services. Assures the application of client rights, grievance and dispute resolution processes and procedures. Serves as the program contact in responding to consumer related complaints and grievances. Approves authorizations for purchase of services and items in line with service plans. Builds contracted services pool through educating community partners on CCS funding. Monitors and supports contracted service agencies to assure high quality and the appropriate extent of services provided. Promotes CCS Plan implementation for the purposes of continuity of care and the integration of person-centered practices and other CCS plan goals into the system of care. This position is responsible for assisting with and overseeing the CCS Coordinating Committee, which meets quarterly. Ensures program and staff compliance with applicable county, state and federal guidelines related to the provision of service. Assist with annual CCS compliance review process. Maintains awareness of federal, state, county and local laws and regulations that impact funding and service delivery. Facilitates collaboration and maintains positive working relationships with Brown County support staff including finance, contracts and purchasing. Reports data and program activities to the Health and Human Services Director, Community Services Division Administrator, Children\'s Services Manager, County Boards and Committees as requested. Facilitates weekly staff meetings and monitors overall unit performance. Functions as part of treatment teams/multi-disciplinary teams to ensure continuity of care. Current knowledge of principles of management and supervision. Helpful to understand community organizing. Current knowledge of the community and human services resources. Knowledge of the provisions of federal, state, and local legislation, rules and regulations pertaining to programs being coordinated. Knowledge of psychopathology, psychopharmacology, psychotherapeutic techniques. Knowledge of and ability to utilize a computer and the required software. Ability to bill Medical Assistance. Ability to coordinate programs. Ability to maintain emotional stability in stress situations. Ability to initiate contact with others. Ability to maintain records and reports accurately. Ability to communicate effectively both orally and in writing. Ability to demonstrate skills in problem solving. Ab lity to follow oral and written instructions. Ability to establish and maintain effective working relationships with staff and the public. Ability to work the required hours of the position, with a minimum of 40 hours per week. PHYSICAL DEMANDS: Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds. Intermittent standing, walking and sitting; occasional driving. Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls.
