DEPARTMENT INFORMATION:

This position is open to Colorado residents and non-residents applicants.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit This position works in the Colorado Department of Transportation's (CDOT's) Region 3 Civil Rights Office (CRO) in Grand Junction, CO. The purpose of the Region 3 Civil Rights Office is to ensure equal opportunity is implemented in all Colorado Department of Transportation (CDOT) operations and services in order to meet federal mandates and compliance for federal funding. Equal Opportunity must be afforded to employees of CDOT that serve CDOT s operations, local entities, and professional consultants/private contractors who have an interest in or are working on CDOT projects. Programs are managed across organizational boundaries in all decisions that impact external stakeholders, local entities and internal personnel. Professional and technical expertise is provided based upon multiple and complex federal laws, case law, regulations, state personnel system rules, as well as departmental policies and procedures with all engineering and maintenance operations. Program development, strategic implementation and enforcement of programs mandated by Title VI and VII of the Civil Rights Act, US Department of Transportation requirements for External and Internal Civil Rights Programs are managed by the CRO to ensure overall equal opportunity compliance.

About the Position There is one position available that will be filled at either the Administrator II or Administrator III classification level, depending on the selected candidate's qualifications.

As the Construction EEO Compliance Specialist, you will administer the external civil rights programs for region construction projects, including federally required provisions for federally-aided projects, contract compliance, labor compliance, equal opportunity, Disadvantages Business Enterprise/Emerging Small Business (DBE/ESB), on-the-job training, Title VI, site visits for federal assessments, project outreach coordination, training of engineering staff, and data tracking/reporting as required. This position will conduct an analysis of employees on Equal Opportunity, DBE, Labor, Contract and OJT compliance. This position will also assist in personnel actions handled in the Region as well as to ensure equal opportunity in employment practices. This position will assist in conflict resolution within CDOT and externally with stakeholders.

Your duties and responsibilities will include, but are not limited to, the following:

Labor & Contract Compliance: Disadvantaged Business Enterprise & On the Job Training (OJT) Program

Provide guidance and technical support to employees, contractors and local agencies for construction projects regarding all Civil Rights programs including DBE program, ESB program, OJT training programs, and labor compliance; educating stakeholders about program requirements; interpreting contract provisions for federally-aided construction projects, Davis-Bacon Act and applicable federal regulations, often when no clear guidance is available;

Monitor program compliance, conduct outreach, troubleshoot issues and determine penalties for noncompliance; Implement statewide DBE goal setting process on Region 3 projects using established process & criteria; evaluating and determining DBE goals for consultant contracts; implementing DBE specification and communicating to project engineers and contractors; Monitor DBE Program on active projects to ensure compliance, as well as review
