ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as the Senior Executive Advisor to the Kosovo Police (KP) in Pristina, Kosovo. This position will be responsible for providing advice and mentoring through practical expertise to the General Director (GD) on the creation of a viable and sustainable Kosovo Police. This advice will be tendered in cooperation with other international and/or national advisors. The KP Advisor will support the ICITAP Mission in Kosovo by performing the below duties and responsibilities.

JOB DUTIES AND RESPONSIBILITIES:

  • Closely advising the GD and the KP as a whole, assisting in developing strategies for combating all criminal activity to include general crime, terrorism, securing the borders, anti-trafficking, smuggling, and all related issues.

  • Assisting the GD in developing plans that map out effective strategies for increasing the cooperation amongst the proposed departments of the two deputy directors and five assistant directors and security entities responsible for law enforcement, customs enforcement, and border patrol in Kosovo.

  • Assisting the KP with developing standard operating procedures and an institutional mission that will help in the effective enforcement of Kosovo’s police, border, and emergency management laws.

  • Providing technical assistance to KP departments in policy and procedures development to include border, investigations, and police operations.

  • Providing the police directors with alternatives to problems, assisting them through the decision making processes, stressing long-range planning, and guiding them with subordinate development.

  • Institutionalizing development that will have long-term impact and can be replicated and sustained.

  • Assisting in the development of secure and comprehensive national police document protocols and system integrity.

  • Promoting the role of the KP in the development and strengthening of effective rule of law structures and policies in Kosovo, which guarantee freedom, security, and justice for all citizens in Kosovo.

  • Improving institutional capacity regarding the development of new or planned laws, procedures, and regional police frameworks.

  • Improving staff capacity for running operations, human resource management and training, policy making, vetting, legal drafting and implementation of strategies on corruption, trafficking, human rights, gender, minorities, and equal opportunities.

  • Reviewing current legislation with a view to identifying shortfalls and those areas requiring strengthening.

  • Assisting in the development and drafting of necessary legal regulations to be implemented by the GD, including internal operating procedures, communication strategies and document handling.

  • Reviewing associated legislation relating to the fight against crime and enhancing inter-agency cooperation in the fight against organized crime and the combating of cross-border crime.

  • Liaising with key stakeholders involved in transition and capacity building in the wider justice sector in Kosovo.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Bachelor’s or Master’s degree

  • 15 - 20 years of sworn civilian law enforcement experience

  • 7 - 10 years of international criminal justice experience

  • At least 5 years of senior management experience with a civilian police force or a federal law enforcement agency

  • Experience in investigations

  • Experience as a teacher, trainer or advisor on criminal justice agency development programs to senior management personnel of the foreign country

  • Experience briefing foreign officials, executives at state or federal levels on law enforcement/police issues

  • Ability to establish and manage programming such as training, roundtables, etc.

  • Requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience

  • Clearable: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.

DESIRED QUALIFICATIONS:

  • Kosovo experience in a plus

  • Relevant language skills are a plus

  • Chief of police experience a plus
