Team Gilbert has an exciting opportunity for a highly motivated professional to fill the position of Engineering ROW Manager . The Engineering ROW Manager reports to the Development Engineer Manager . The primary job duties of this position include:

  • Negotiate license agreements, easements and related services for telecommunication providers and utilities.

  • Review and prepare various right-of-way use and excavation permits used by the Town, private utilities, contractors and excavators.

  • Resolve major operating and administrative issues relating to the Right-of-Way Management program.

  • Recommend and implement revisions and modifications to the Town’s Right-of-Way Management Program and permitting process: develop strategic plans by conducting research, recommending improvements, and assessing outcomes.

  • Communicate with other Town employees, management, engineers, architects and citizens (orally and in writing) for the purpose of coordinating right-of-way activities and sharing information.

  • Conduct right-of-way inspections to determine recommended action in close coordination with other departments, divisions and agencies.

  • Provide information to Town Council, Town Management and citizen committees, coordinating meetings with other departments and outside agencies regarding the Town’s right-of-way.

This position is an At-Will position and is FLSA Exempt – ineligible for overtime compensation.

  • Bachelor’s degree in Civil Engineering, Computer Science, Planning, Real Estate or a closely related field.

  • 5 years of extensive, increasingly responsible professional experience in one or more of the following areas: engineering, construction, and maintenance of streets; right-of-way management and/or land agent appraisal work; and/or construction and maintenance of utility projects in the public right-of-way.

  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

LICENSING/CERTIFICATIONS:

  • Other credentials based on candidate’s background are desirable (such as a Professional Engineer or Licensed Realtor).

This position has been identified as an eligible position for a Hybrid or Remote work agreement. Modified work privileges are approved at the sole discretion of the department director; as such, the department reserves the right to modify or discontinue modified work arrangements at any point. Regardless of work location (Remote, On-Site, or Hybrid) Town of Gilbert employees are required to reside in the state of Arizona.
