TEXAS DEPARTMENT OF TRANSPORTATION E056 Transportation Specialist III, IV or V -Georgetown Area Office (Austin District) in Georgetown, Texas

This position provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Responsibilities for a Transportation Specialist III, IV or V:Assists in overseeing design work among TxDOT entities, consultants and contractors.Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.Assists in overseeing traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements.Evaluates and analyzes complex design issuesCoordinates with staff and area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations.Develops site layouts utilizing engineering workstations and software.Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.Evaluates the costs of integration of new equipment.Makes recommendations to replace or modify signs, signals and illumination devices.Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development.Plans, coordinates and schedules bridge inspection and Bridge Inspection Program activities.Reviews area office contract submissions and coordinates process with area engineers.Serves as technical member on transportation-related projects.Travels to districts and maintenance offices to perform site visits and monitor maintenance programs.Performs other job responsibilities as assigned.Additional Responsibilities for Transportation Specialist IV:Analyzes construction, maintenance and building contract specifications conflicts and ambiguities.Assists in overseeing complex design work among TxDOT entities, consultants and contractors.Coordinates complex traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices.Coordinates engineering field staff activities and provides high-level technical assistance in resolving constructionproblems.Evaluates and analyzes highly complex design issues.Performs advanced technical activities related to inspection and appraisal of bridge structures according to the BridgeInspection Manual.Performs complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plandevelopment.Performs complex field reviews of construction projects to assist area engineers and project engineers in resolution ofconstruction problems.Provides advanced technical expertise and coordination for maintenance operations including prioritizing projects,monitoring correspondence and writing memorandums and reports.Provides advanced technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field.Provides technical assistance in resolving construction problems related to contract administration.Additional Responsibilities for Transportation Special st V:Coordinates and schedules field review inspections conducted by Federal Highway Administration and Construction Division engineers to ensure all negative findings receive proper response.Coordinates data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development.Oversees design work among TxDOT entities, consultants and contractors.Oversees project design involving design calculations and sketches of plans, layouts and typical sectionsPrioritizes and schedules projects.Serves as program coordinator responsible for oversight and coordination of highly advanced engineering/architectural projects from initiation to completion.Conducts new installation field site layouts prior to construction.Coordinates and performs interim and final inspections to identify deficiencies.Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.Coordinates with staff and area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations.Reviews and oversees plan packages submitted by consultants.Reviews and revises Plans, Specifications Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation SystemsServes as technical member on transportation-related projects.Works with design and construction personnel on new construction projects to determine new structures to be added to the inventory.Performs other job responsibilities as assigned.
