Minimum Qualifications:

Bachelor’s Degree in Finance/Accounting or equivalent in a related field and at least 2 years of relevant work experience.

Preferred Qualifications:

  • Bachelor’s degree in accounting, Finance, Business Administration, or related field

  • Five (5) years of progressive payroll experience, preferably in a higher education or healthcare environment.

  • Strong knowledge of payroll systems (e.g., Kronos, PeopleSoft, or similar ERP systems).

  • Proficiency in Microsoft Office, particularly Excel, for data analysis and reporting.

  • Thorough understanding of federal and state payroll regulations, including FLSA, tax codes, and benefits compliance

  • Experience in large, complex payroll operations (e.g., multi-state).

  • Familiarity with UT System policies and procedures.

Job Duties:

The Finance Analyst II (Payroll Analyst) is responsible for managing and executing complex payroll operations, ensuring compliance with federal, state, and institutional regulations, and supporting UTMB’s mission to deliver accurate and efficient payroll services. This position serves as a subject matter expert, providing guidance, analysis, and solutions for payroll-related matters while collaborating across departments to improve processes and maintain system integrity.

Key Responsibilities:

Payroll Processing:

  • Ensure accurate and timely processing of bi-weekly, monthly, and special payroll runs for a large and diverse employee population.

  • Conduct pre- and post-payroll audits to identify discrepancies and ensure compliance.

  • Manage off-cycle payrolls, retroactive payments, and complex deductions such as garnishments, retirement contributions, and benefits adjustments.

Compliance and Reporting:

  • Maintain compliance with applicable federal, state, and local laws, including FLSA, IRS guidelines, and UT System policies.

  • Prepare and file payroll tax returns, including quarterly and annual filings (e.g., Form 941, W-2).

  • Oversee compliance for wage and hour laws, tax withholdings, and other regulatory requirements.

Analysis and Reconciliation:

  • Perform reconciliations between payroll, HRIS, and accounting systems.

  • Analyze payroll reports and metrics to identify trends, issues, and areas for improvement.

  • Support annual audits, providing detailed reports and explanations as required.

System Management:

  • Serve as a system administrator for payroll and timekeeping systems, ensuring functionality and accuracy.

  • Collaborate with IT and HR to implement system upgrades, test functionalities, and troubleshoot technical issues.

Leadership and Collaboration:

  • Act as a mentor and resource to payroll team members, providing training and guidance on complex issues.

  • Partner with HR, IT, Finance, and other departments to streamline processes and improve overall efficiency.

  • Develop and document payroll procedures, ensuring consistency and adherence to best practices.

Salary Range:

Actual salary commensurate with experience.
