Job Description:
To manage, coordinate, and supervise personnel involved in system and customer support, providing technical and system expertise in the planning, implementation, and performance of operational systems and process improvement activities.

Purpose:
The Manager of System and Technical Support leads and provides expertise to a team fulfilling multiple physical and technical network security operational and program management support to all UTMB campuses. They will possess and apply broad technical expertise across multiple system security related disciplines to include: enterprise perimeter security and related appliances. The candidate must be capable of providing technical oversight and guidance to the Security Operations personnel for the provision of tier 2 and tier 3 support for ongoing operations and maintenance activities. The candidate must be capable of evaluating system performance results, performing risk assessments, evaluating performance metrics, and managing and directing complex short term/high visibility projects.
Essential Functions:
Provide systems analysis and programming activities for OnGuard Enterprise System and information security operations services and IP-based CCTV, Access Control, and Infant Abduction systems.
Prepares mid and short-range plans for application selection, systems maintenance, and production activities and for necessary support resources.
Harden, monitor, and maintain security components to provide protection against malicious external threats.
Provide 24/7 on-call support to resolve issues with security infrastructure devices.
Review security infrastructure device logs, report identified issues, and assist with incident response activities.
Evaluate new and emerging security technologies to identify security risks and impacts on the campus and surrounding facilities.
Support and participate in external oversight audits as needed. Document audit findings in a Plan of Action and Milestones.
Maintain, update, and implement new standard operating procedures and standard configuration documents for security infrastructure components. Such as intelligent systems and hardware.
Provide status, performance, and compliance reports and presentations on a weekly, monthly, and yearly basis.
Closely coordinate with and assist other task orders and teams as required, especially the Network Operations team, Internet and Managed Service providers, and Enterprise Computer Security Incident Management.
Attend weekly teleconferences, onsite meetings, and participate in working groups, as related to the constantly changing security environment.
Gathers security-related information across multiple electronic, computer, and development environments. Identifies, summarizes, reviews, and reports potential/actual actions that may jeopardize physical security environments.
Serves as an expert physical security consultant to projects and programs. Serves as Physical Security Incident Response Coordinator to the tech team for repair and troubleshooting.
Reports all breaches of physical security without exception.
Provides accurate, truthful, and complete information to others based on their need to know.
Manage and lead a team of security professionals, analyzing workflow, establishing priorities, developing standards, and setting deadlines.
Recruit, hire, train, mentor, and counsel staff.
Represent the department in a professional and knowledgeable manner.
During emergency situations, act as an incident leader.
Candidate must have demonstrated experience in security design, implementation, operations, and documentation of procedures and practices at a management level.
Experience with security technologies including access control, CCTV, and incident management is required.
Ability to deliver results in a high-energy, high-pressure environment.
Multitasking and prioritization of many projects, issues, and tasks.
Must be a self-starter and have excellent communication and decision-making skills, both verbal and written.
Licenses:
Class "C" Operator's Driver's License. Driving university owned vehicles to job sites will be required for this position.
Preferred Education:
Bachelor's degree in Computer Science or computer-related discipline or equivalent years of service (4 years) in a related field.
Preferred Work Experience:
Certified LCP (Lenel Certified Professional) and have five (5) years knowledge of Lenel - OnGuard Enterprise Systems.
Must have working knowledge of Standard police systems and infrastructure: IE; Dispatching; key management solutions; physical perimeter security systems; and CCTV solutions.
Industry certifications such as CISM, PSP, CPP, CDSE, or other relevant certifications are ideal.
Project Management Certification, such as PMP is highly preferred.
Three to five years of experience with security technologies including access control, CCTV, and incident management.
Seven years in a leadership position in Security operations.
Working knowledge of emergency or crisis management and business continuity.
Salary Range:
Starting: $98,846 - pay will be commensurate with the experience, skills, and qualifications that the candidate brings to the position.
