POSITION DESCRIPTION: Manage the administration of work performed for the District Consultant Construction Engineering Inspection (CCEI) Program in accordance with policies, procedures and rules of the Florida Department of Transportation. Serves as the Project Manager for all District Construction task work order based contracts. Coordinates with Operations Centers’ Construction Engineer on the selection of projects for CCEI utilization. Establishes and tracks the CCEI budget allocated for each project. Prepares CCEI Scope of Services for selection of consultants. Coordinates selection package preparation between TRC and Procurement. Participates as a Technical Review Committees (TRC) member.
Supervises staff who assist with the management of the Districtwide and Continuing Services CCEI contracts and other administrative matters related to management of the district’s CCEI contracts, by regularly communicating, motivating, training, evaluating, and planning and directing work. Ensures staff appropriately evaluates consultants’ invoices for payment by the Department in accordance with the Professional Services Consultant Contract Administration Manual and the contract. Ensures staff maintains and updates database(s) for the District CCEI Program and the District Construction Work Program by utilizing various District Work Program reports, data obtained from Operations Centers and various other source documents.
Provides consultation, advice, direction, and assistance to the Consultant Project Managers and CCEI’s regarding complex administrative matters, contract changes, CCEI performance grades, and other matters as required to ensure timely and quality decision making. Assists and instructs Construction Engineering Inspection (CCEI) Project Managers in monitoring their prospective contracts assuring that projects are properly staffed.
Leads the negotiations efforts of CCEI contracts, including reviewing consultant engineering proposals, assisting Construction Project Managers in the negotiation of manpower requirements and operating margin of the consultant contract.
Prepares and leads the bi-annual Work Program and Scheduling meetings for all projects in the 5-year work program and regularly keeps them updated by ensuring funding and the appropriate schedules are in place. Coordinate with the Operations center staff on the appropriate contract types, including hybrid CEI contracts, project specific CEI contracts, and BDI contracts. Works with Operations center staff CCEI schedule.
Evaluates funding expenditures of task work order contracts in the Operations centers and District Construction to ensure appropriate funding and contracts are in place for the next 5 years. Ensures monthly lockdown commitments are met, and coordinates roll forward for all construction offices. Prepares and reviews all supplemental amendments to Consultant Construction Engineering and Inspection (CCEI) contracts. Submits Work Program Change Request justifications for additional funding and encumbers funds for all amendments requiring funds authorizations.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of concepts, terminology, and principals of highway construction. Knowledge of Construction Project Administration Manual. Knowledge of conflict resolution and negotiating techniques. Skilled in Construction Contract Administration. Skilled in using computer software applications. Skilled in utilizing problem solving techniques. Ability to analyze and interpret engineering data. Ability to communicate effectively both verbally and in writing. Ability to plan, organize, and coordinate multiple work assignments. Ability to be pro-active and work independently and ability to supervise people. Ability to establish and maintain effective working relationships.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and two years of experience in contract administration or a related field.
