Summary The Administrative Officer serves as the principal assistant to the Chief of Pathology and Laboratory Medicine Service and Laboratory Manager on administrative matters at the VA Central California Health Care System (VACCHCS) in Fresno, CA. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties may include, but are not limited to the following: Assists in managing and coordinating all administrative aspects of the service; Provides human resource advisory services to managers and supervisors; Participates in the development and implementation of policies and procedures for the service; Serves on committees and special projects within the service and medical center; Works closely with leadership to collect and assemble data in support of Quality Improvement (QI) activities; Provides advice and assistance to managers and staff concerning personnel processes and procedures; Develops supporting documentation in the recruitment process, and coordinates with managers to update position descriptions; Develops the need for and maintains an awareness of available resources, and makes recommendations to management regarding needs, distribution or redistribution of these resources; Responsible for the purchase card, preparing purchase orders for equipment and supplies, and authorizing payments; Plans and utilizes a variety of analytical techniques to ensure funds are maintained on a sound basis and in accordance with regulations; Responsible for formulation and execution of the annual budget including reagents, supplies, equipment and all other general operating expenses; and Performs other directly related duties as assigned. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-11 GRADE LEVEL, YOU MUST MEET ONE OF THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position. Specialized experience is providing overall administrative management for a facility to include overseeing a range of human resources functions; acting as a liaison concerning personnel related matters such as recruiting, staffing, coordinating personnel actions and maintaining personnel records; overseeing fund control operations to include analyzing information and budget needs, authorizing payments, and maintaining control of funds; providing guidance to supervisors and staff on personnel processes and procedures; and coordinating the design, implementation, modification, and maintenance of administrative programs. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position and must have been obtained in an accredited college or university.
