PROGRAM SUMMARY

The MISS program is a comprehensive initiative aimed at supporting the U.S. Department of State’s operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food services, base camp operations, renovations, construction, and medical services.

POSITION SUMMARY

The Power Plant Supervisor will be based at the US Embassy in Iraq and will serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position is responsible for oversight and management of Power Generation (Spot & Emergency Power Systems), Central Power Plant and Medium Voltage Distribution Systems, Fuel Storage & Distribution Systems, Water (ROWPU) & Wastewater treatment and systems.

Please note: This position is located in Baghdad, Iraq and is contingent on award.

RESPONSIBILITIES:

  • Responsible for maintaining a safe workplace and complying with all Program Environmental, Safety, Health and Quality Assurance Requirements.

  • Oversee the management of the 26 MW power station, critical power systems, and medium voltage distribution system.

  • Manage and oversee the operations of Water Treatment Plants and Wastewater Treatment Plants to include all pumping, filtering, piping, and control systems.

  • Monitors energy efficiency and analyzes system performance to provide engineering recommendations to improve compound sustainability and resiliency.

  • Respond to critical service (Power/Water) outages and effect service restoration in a safe and expedient matter.

  • Manage and oversee the operation, calibration, diagnostics, troubleshooting, and repair to all mechanical and electrical equipment systems and electric/pneumatic control systems on site.

  • Interpret work orders and associated specifications, operating manuals/procedures and technical publications in order to properly schedule work and provide advice to workers.

  • Conduct or arrange for worker training in utilities operational procedures; repair, and maintenance techniques; and equipment use.

  • Determine schedules, sequences, and assignments for work activities, based on work priority, type of utilities services and skill of personnel.

  • Monitor work locations in order to detect unsafe work conditions and implement on the spot corrections and process improvements as required.

  • Participate in budget preparation, capital expenditure reviews, coordinating purchasing, and monitoring expenditures.

  • Liaison with State department’s Bureau of Overseas Buildings Operations on commissioning and operational integration of ongoing and future engineering projects.

  • Perform additional duties and projects as assigned.

  • Perform other duties as assigned.

BASIC QUALIFICATIONS

  • Must be able to pass a U.S. Government background investigation and obtain a Secret Security clearance and maintain it for the duration of your employment on this contract. Due to this, you must be a U.S. Citizen to be eligible for this position.

  • Requires a Bachelor’s Degree in Electrical or Mechanical Engineering from an accredited university and at least 10 years of experience operating power generation systems and emergency power generation systems of over 20 MVV capacity.

  • Must have certifications relating to power plant and central plant operations.

  • Working knowledge: Maximo

  • Experience managing more than one functional area in similar environments is required.

  • Must have experience developing and managing maintenance programs and systems, including service scheduling as well as maintaining stock levels for O&M parts, materials and tools through the lens of aggressive cost control.

  • Requires demonstrated working knowledge of power plant related activities for a comparable facility.

  • Must have experience working on comparable overseas USG contracts in austere remote environments, such as Polar Services, LOGCAP, AFCAP or USG FMS programs.

  • Requires working knowledge of Reliable Centered Maintenance (RCM) and nondestructive testing methodology.

  • Must have knowledge of applicable U.S. Codes (NFPA, NEC, API and EPA) and accepted trade practices.

  • General knowledge of industrial safety and environmental regulations is required.

  • Must have the ability to use data-driven metrics to analyze system and operational performance.

  • Requires the ability to define problems, collect and analyze data, establish facts and propose actionable solutions.

  • Must be able to read, comprehend and apply information contained in manufacturer equipment manuals; plant documents including drawings and specifications; operation and maintenance manuals; standard operating and emergency response procedures; material safety data sheets, etc.

  • Requires the ability to exercise sound judgment and make decisions independently.

  • Knowledge and experience regarding occupational hazards of the electrical and mechanical trades, related safety precautions and considerable skill required for the installation, maintenance and repair of power generation and water / wastewater treatment systems and equipment is required.

  • Must have knowledge of principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards and evaluation of customer satisfaction.

  • The ability to plan, assign, direct and review the work of subordinates and provide instruction in a manner conducive to improving performance and morale is required.

  • Requires experience in training local and foreign national employees in operations and maintenance of similar equipment.

  • Must be able to plan, arrange, schedule, assign and inspect work of mechanical and electrical plant personnel.

  • Requires the demonstrated ability to lead and manage staff.

  • Must have a valid Driver’s License.

  • Requires a valid passport with at least 12 months of validity and 6 blank pages.

PREFERR QUALIFICATIONS:

  • Power plant management and maintenance experience on large industrial generators (˃2MVV) and/or other large diesel engines (MHE/Marine).

  • Knowledge of power synchronization controls, power AC protective relays and power transformer maintenance.

  • Knowledge and experience with balance of plant and industrial evaporative cooling systems.

  • Knowledge of principles involved in strategic planning, resource allocation, human

  • resources, leadership, service delivery methods and coordination of people and resources.

  • Cross-cultural sensitivity with an international perspective.

  • The ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules is required.

  • Must be able to work independently and handle multiple projects.

  • Must be able to crouch, bend, reach and crawl in all weather conditions.

  • Must be able to lift at least 50 pounds on a regular basis.

  • Must be willing to work in austere conditions.

  • Requires excellent organizational and time management skills.
