National Nuclear Security Administration Program Manager in Fort Smith, Arkansas
Summary The incumbent serves as the Division Director of Training Command, with sole responsibility for managing, planning, research, development, coordination, evaluation, execution, and supervision of an agency wide training program for over 370 Nuclear Materials Couriers and other mission operational personnel. Additionally, the incumbent is responsible for a multi-million-dollar DOE facility footprint at Ft. Chaffee, Arkansas, including critical training infrastructure and equipment. Responsibilities As a Program Manager, you will: Managing, planning, research, development, coordination, evaluation, execution, and supervision of an agency wide training program for over 370 Nuclear Materials Couriers and other mission operational personnel. Responsible for a multi-million-dollar DOE facility footprint at Ft. Chaffee, Arkansas, including critical training infrastructure and equipment. The TRACOM role is to provide Nuclear Materials Couriers (Federal Agents), with the knowledge, skills, and training to ensure the safe, secure transportation of nuclear material for the nuclear enterprise. Ensuring that TRACOM's Federal Agent training programs are established, maintained, and executed to provide effective, efficient secure transportation operations for the NNSA and DOE. Maintains oversight responsibility for support service contractor staff in the following areas: training and curriculum development, training administration, facility maintenance, and operations. Executes programmatic responsibilities, such as, providing overall planning, direction, and execution of the TRACOM portion of the OST Training Program, including support to specialty training programs, Agent Candidate Training, and the site security survey program. Interfaces routinely with National Guard military leadership from the states of Arkansas and Oklahoma for management/utilization of facilities and training resources. Develops, formulates, plans, and manages a multi-million-dollar operating budget for training programs in Office of Secure Transportation. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03, or GS-14. Specialized experience for this position is defined as: demonstrated ability to manage and oversee the full spectrum of training support functions for a large, operational organization with critical national security missions. Examples of Specialized Experience: Experience in developing and executing large scale, para-military training activities. Experience making timely and effective decisions to produce results through strategic planning and the implementation and evaluation of program and policies. Experience conducting program oversight, including ensuring compliance with applicable laws, regulations, and organization policy. Experience communicating information in writing to senior level management, other high level government officials and the public. These written documents include management reports, position papers, proposals and recommendations, policies, procedures, and guidelines. Experience managing, and interpreting data derived from very sophisticated computer-generated training tools. Experience in managing training support contractual efforts to maximize value to the U.S. Government. Experience in leading a team of training professionals to provide high-quality training in support of operational requirements. "Experience" refers to paid and unpaid experience.
