U.S. Army Training and Doctrine Command Human Resources Specialist (Military) in Fort Leavenworth, Kansas

Summary About the Position: This is a Human Resources Specialist (Military) position at the Mission Command Center of Excellence located in Fort Leavenworth, Kansas. Eligible for situational telework ONLY, including emergency and OPM prescribed "unscheduled telework". Responsibilities As a Human Resource Specialist (Military), you will perform duties to include, but not limited to the following: Provide advice on the Army's Military Occupational Classification and Structure (MOCS) system in response to constant active and projected changing situations and requirements in the personnel system and their impact on KM soldiers. Analyze changes to TOE, TDA, Army doctrine, material, training, and evaluation. Research, develop, and coordinate personnel support to organizations, doctrine and deployability in the field. Troubleshoots personnel doctrine and management systems to ensure KM Professional workforce personnel replacement policies are responsive to wartime needs. GS-11: Specialized Experience: One year of specialized experience which includes: 1) interpreting and applying military personnel policies and procedures; 2) utilizing military personnel automation systems (IPPSA, iPerms, etc.); and 3) preparation of studies, projects and/or reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Transcripts are required at the time of application.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes 1) analyzing, identifying, resolving or recommending solutions to issues and problems relating to all life-cycle personnel management functions; 2) interpreting and advising management on military personnel policies and procedures; utilizing military personnel automation systems (IPPS-A, iPERMs, SMSWeb, FMSWeb, etc.) to manage personnel data and records; and 3) analyzing data to prepare studies, projects, and/or reports for management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). NOTE: Applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. NOTE: This position is developmental and may be filled at the GS-11 or GS-12 level. If selected at the GS-11 level the incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
