These positions with USAFMCOM are located at FT JOHNSON This announcement will be used to fill positions with an entry grade of GS-07, GS-08, or GS-09 with a target grade of GS-09. Responsibilities Plans and organizes work to be accomplished and establishes long range and short-term priorities. Assigns work to subordinate employees based on immediate priorities, workload, difficulty of assignments, and the capabilities of employees and reviews work for technical adequacy and compliance with established policies, procedures, and deadlines. Provides advice, guidance, and instruction to employees on both work and administrative matters. Responsible for process improvement through ongoing analysis of customer needs to increase work unit productivity and quality. Identifies and analyzes problem areas considering alternative solutions, and selects the most appropriate course of action. Coordinates with representatives of other units concerning matters of work accomplishment, priorities, and procedures. Provide reasonable assurance that work operations are conducted in compliance with applicable laws and regulations, and that funds, property, and other assets are safeguarded against fraud, waste, loss, unauthorized use, or misappropriation. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-06 or higher grade in the Federal Service. For entry at the GS-8 level, status applicants must have served 52 weeks as a GS-7 or higher grade in the Federal Service. For entry at the GS-9 level, status applicants must have served 52 weeks as a GS-8 or higher grade in the Federal Service. Specialized Experience: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade level in the Federal service, or comparable in difficulty and responsibility if outside the Federal service. To qualify for the GS-07: Specialized experience is defined as reviewing and researching various military pay rules, procedures and operations sufficient to process pay actions requiring audits, defined as Investigating, resolving and/or identifying problems, errors and discrepancies within an automated military pay system; and reconstructing complex military pay histories to resolve pay and entitlements errors. To qualify for the GS-08: Specialized experience is defined as reviewing and researching various military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of military pay; and working with related payroll systems to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems. To qualify for the GS-09: Specialized experience is defined as identifying and analyzing various complex military pay problems for alternate solutions; identifying and providing developmental training and military pay technical support to subordinates; and proposing and initiating process improvement operating procedure changes to increase productivity and quality. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
