U.S. Army Reserve Command Military Personnel and Administrative Specialist in Fort Devens, Massachusetts

Summary About the Position: This is a military technician position with the 99th Readiness Division Reserve Personnel Action Center (RPAC) Devens Satellite MA046 located in Fort Devens, Massachusetts. Prepare military personnel actions including evaluation reports, applications for appointment, promotions, individual orders, retirement point cards, or transfers. Provide technical advice on establishment and maintenance of pay accounts ensuring compliance with laws and regulations as well as researching complex pay issues. Assist in developing Standard Operating Procedures ensuring uniform interpretation and application. Provide guidance on administrative and personnel matters such as recruitment, retention, assignment and transfer, Military Occupation Specialty, personnel strength, discharge, retirement, promotion, discipline, or utilization. Research and analyze data identifying trends and report results to management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing military personnel actions; researching or analyzing pay issues; reviewing incoming regulations; ensuring compliance with rules and regulations; advising on pay and personnel processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). You will be evaluated on the basis of your level of competency in the following areas: Fundamentals and Operations of Military and Civilian Pay Manages and Organizes Information Personnel Action Processing and Recordkeeping Planning and Evaluating Education Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE 1 Year by a current permanent Army employee. Temporary promotions, reassignments, or changes to lower grade may be extended up to a maximum of five years, and may be made permanent without further competition. Position may be filled as a temporary appointment NTE 1 Year, if the candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.
