Program Summary

Job Summary

The Diego Garcia Director, Utilities is responsible for managing personnel, budget, and construction and maintenance projects associated with Diego Garcia’s Electrical, Water, Wastewater, Boilers and Demineralization Utility Systems. Also manages, supervises, and provides accountability for the day-to-day (24/7/365) operations and maintenance of the site’s power production systems, powerhouse facility, and paralleling and electrical distribution plant. Included are the fuel tank farm, fuel distribution, station electrical services, plant ventilation system, control consoles, Supervisory Control and Data Acquisition (SCADA) systems, and bulk fuel storage and supply systems. Work is reviewed through conferences, written reports, and an analysis of the efficiency and effectiveness of the plant operations.

Roles and Responsibilities

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Take appropriate actions to ensure safe, efficient, and sustainable plant reliability.

  • Acts as the Operations Manager’s representative ensuring that all power plant task order requirements are met.

  • Supervise and manage multi-skilled level operations and maintenance team members, power plant operators, power plant mechanics, electrical switchgear and relay technicians, and administrative/support personnel, and complete performance evaluations.

  • Conducts periodic inspections of buildings, machinery, and equipment.

  • Responsible for the condition of the machinery in operation; responsible for having units available when called upon for load; responsible for the operation of the plant within all environmental and regulatory requirements and constraints.

  • Operates and monitors Caterpillar C-175-20, 11KV/3250KVA, and Caterpillar C15, 4KV/500KVA generator sets and associated local control and SCADA systems.

  • Operates and monitors paralleling main medium voltage switchgear systems, Eaton VCP-W, with local and remote monitor and metering capabilities, SCADA and control systems, and alarm response to ensure maximum system reliability.

  • Responsible for the overall physical appearance and condition of equipment, buildings, and grounds.

  • Control resources; monitor staff proficiency and qualifications; reviews repair work for proper performance; and comply with and practice proper equipment shutdown, startup, and lockout/clearance procedures.

  • Reviews and approves recommendations concerning alterations and improvements to the plant; reviews and approves blueprints, drawings, plans, and specifications relating to installation and repair of plant equipment.

  • Inspects operational activities for safety precautions and instructs employees against occupational hazards; responsible for employee conduct and compliance with all safety policies, and regulations and compliance with all Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) requirements. Supervises the maintenance of plant records and prepares periodic and special activity reports.

  • Responds to emergency calls regarding plant equipment breakdowns and unit outages.

  • Observes and follow all safety rules and procedures, including wearing required personal safety equipment.

  • Performs other duties and activities, as directed.

  • Oversees operation and maintenance of water, wastewater, boilers and Demin plants.

Basic Qualifications

  • Must have at least a High School diploma, Vocational or Technical course Graduate is required.

  • Must have at least 5 years of documented experience in engine-driven generators rated at 1,000 kW to 4,400 kW 2,500 kW 3-phase/60 Hz stationary diesel engine-driven generators and associated medium voltage electrical equipment/switchgear systems.

  • Must have 5 years minimum experience in electrical distribution systems equivalent to the electrical distribution system on Diego Garcia.

  • Must have 5 years of documented experience in Quality Management and Administration. Experience must include accident and incident investigation.

  • All documented experience must be presented to the KO before contract performance starts.

  • Excellent analytical, organizational, problem-solving, and time-management skills.

  • Good verbal and written communication skills to direct employees, prepare reports for upper management and facilitate/disseminate information.

  • Proficient computer skills.

  • Must comply with OSHA 29 CFR 1910. These include, but are not limited to, CPR and successful completion of Electrical Safety Training.

  • Must pass overseas medical screening and be in good health.

  • Must have a valid country of origin driver’s license.

Skills:

  • Must be able to conduct on-site technical risk assessments of the Electrical Utility System, and be thoroughly familiar with construction standards, operating procedures, policies, record-keeping practices, and code compliance.

  • Demonstrated working knowledge of power plant-related activities for a comparable facility.

  • General knowledge of industrial safety and environmental regulations, personal protective equipment use, and lockout/tag-out procedures for electrical, mechanical, and fluid systems and controls.

  • Ability to read, comprehend and apply information contained in manufacturer equipment manuals; plant documents including drawings and specifications; operation and maintenance manuals; standard operating and emergency response procedures; material safety data sheets, etc.

  • Ability to interpret and apply required corrective action with data readings and results of equipment checks to identify equipment or process problems and take appropriate actions to resolve problems.

  • Specific understanding and knowledge of plant equipment startup, shutdown, and basic equipment maintenance procedures as they relate to the plant equipment and/or auxiliary operator.

  • Support of prime power generators made by Caterpillar, Cummins, Perkins, FG Wilson, and other manufacturers, with outputs ranging from 20KW up to 160KW.

  • Responsible for station lock-out, and tag-out procedures in compliance with Occupational Safety and Health Administration (OSHA), and National Electric Code (NEC) standards.

  • Ability to plan, arrange, schedule, assign and inspect the work of mechanical and electrical plant personnel.

  • Ability to plan, assign, direct and review the work of subordinates and provide instruction in a manner conducive to improving performance and morale.

  • Knowledge of operating and maintaining power production electrical, mechanical, and auxiliary systems of power plants operating at 30MVA and greater total output with diesel-driven movers.

  • Demonstrated ability to lead and manage staff.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Ability to work independently and handle multiple projects.

Preferred Qualifications

  • Completed TESDA courses with National Certifications are a plus:

  • Electrical Installation and Maintenance - NC II, III, IV

  • Diesel Power Plant Maintenance NC III

  • Diesel Power Plant Operation and Maintenance NC II & III

  • Plant Maintenance NC I, II, III
