Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

LOCATION : This position is duty stationed at NAVFAC Marianas, Joint Region Marianas headquarters on the island of Guam, a self-governing territory of the United States located 3,300 miles west of Hawaii and 1,500 miles east of the Philippines. Guam averages 86 degrees (F) year-round with a multitude of activities, including diving and snorkeling at Tumon Bay Marine Park, sky diving, beautiful hiking trails; as well as three shopping malls and four movie theaters. Joint Region Marianas ( JRM ) was established in 2009 as the U.S. Navy and U.S. Air Force on Guam combined headquarters. The Department of the Navy manages thousands of known terrestrial (and submerged) cultural resources on Guam and within the JRM AOR , including Chamorro (prehistoric), Spanish-era, and World War II era historic properties retaining a high degree of historical integrity.

Position Summary

An Archaeologist will be duty stationed in Guam to provide on-site technical support and assistance to the Joint Region Marianas ( JRM ) Cultural Resources Manager ( CRM ) for activities and actions related to the Programmatic Agreements between the Commander, Joint Region Marianas and the Guam State Historic Preservation Officer ( SHPO ), Regarding Military Training and Testing on and within the Surrounding Waters of the Island of Guam, including research and assessment of potential impacts to cultural resources by military training and testing within the JRM Area of Responsibility ( AOR ). In fulfillment of this objective, the Archaeologist will conduct fieldwork by re-visiting known archaeological sites, conduct condition assessment to identify and document potential impacts related to military training and testing within the JRM AOR . The archaeologist will produce quarterly impact assessments reports, literature searches, and data gathering. Other duties to support and assist the JRM CRM include conducting archaeological inventory surveys, archaeological testing, evaluations for the National Register of Historic Places ( NRHP ), data recovery and mitigation, site monitoring, and supporting artifact processing and curation efforts.

This role also involves participating in annual meetings with stakeholders. This position requires excellent interpersonal skills, collaboration, flexibility, and diplomacy. The successful candidate will provide cultural resource inventory and evaluation technical support, review and assess impacts on archaeological sites and historic properties, and coordinate with project proponents and managers, as well as CEMML archaeologists, GIS specialists, and other technicians. This position will work and coordinate with JRM Cooperative Agreement Technical Representative ( CATR ), CEMML Cultural Resources Project Director, and CEMML Principal Investigator.

This is a full-time position primarily based in Guam, with potential deployment to other areas within the JRM AOR , including nearby islands in the US Commonwealth of the Northern Mariana Islands ( CNMI ). The primary duty is to oversee and manage Cultural Resources Program support on military lands within the JRM AOR . Guam hosts a substantial military presence with major installations including Naval Base Guam, Andersen Air Force Base, and Marine Corps Base Camp Blaz, where significant military training exercises occur annually.

Required Job Qualifications

  • Bachelor’s degree in anthropology, archaeology, or closely related field.

  • Minimum of three (3) years of post-graduate professional archeological work experience or completed field school that demonstrates a thorough knowledge of the fundamental principles and theories of professional archeology. Experience should include a combination of professional knowledge (e.g. class) and experience working with applicable federal (e.g. Section 106 and 110 of the National Historic Preservation Act) and state regulations.

  • Proficient with most aspects of archaeological research, including research design, mitigation plans, fieldwork, artifact analysis and processing for curation, data entry, and report production and site form preparation

  • Have a thorough understanding of most standard computer programs. Proficient with Microsoft Office suite (MS Word, Excel, Outlook, Teams) and Adobe Acrobat.

  • Must be able to deploy from Guam to locations in the Commonwealth of the Northern Mariana Islands ( CNMI ), sometimes on short notice.

  • Must be capable of walking several consecutive miles over rough, uneven surfaces, and performing light manual labor in a hot tropical environment, often windy/rainy and on uneven terrain.

  • Must be physically able to hike and carry equipment weighing up to twenty-five (25) pounds.

  • Must be able to sustain long periods of standing, recurring bending, stooping, lifting, reaching, digging, or similar activities are expected.

  • Must be able to work in a culturally diverse office and respect all Team members.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • A Master’s degree in anthropology, archaeology, or related field. Meet the Secretary of Interior’s professional qualification standards in Archaeology (36 CFR , part 61).

  • Highly qualified candidates will demonstrate expertise and knowledge working with U.S. federal historic preservation laws and regulations that govern cultural resource management, including the National Historic Preservation Act ( NHPA ), National Environmental Policy Act ( NEPA ), Archeological Resources Protection Act ( ARPA ) and Native American Graves Protection and Repatriation Act ( NAGPRA ).

  • Professional expertise in National Register of Historic Places Evaluation Criteria for determining eligibility for listing as outline in 36CFR 60.4.

  • Experience in artifact analysis, inventory management, and processing for final curation.

  • Previous archeological field experience in the Pacific region, particularly the Mariana Islands, is highly desirable. Prior experience working in the Pacific Region, especially Guam and/or CNMI .

  • Demonstrated experience with consulting and obtaining data from State Historic Preservation Office ( SHPO ).

  • Ability to adequately learn and apply local regulations and laws pertaining to the management and protection of cultural properties in Guam.

  • Experience conducting and/or supervising Phase IA, IB and II field investigations and authoring reports and other documentation for state and local level review.

  • Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial.

  • Working experience with ESRI ArcGIS/ArcGIS Pro software, and Survey123 for data development, spatial analysis, and geodatabase management, and ESRI ArcGIS Online. Sound GIS dataset management skills.

  • Familiarity with agreement documents such as Programmatic Agreements (PA) and/or Memorandum of Agreements ( MOA ).

  • Excellent written communication and organizational skills and the ability to work with a wide range of data and meet deadlines.

  • Previous work experience in a highly structured, hierarchical workplace with a well-defined chain-of-command

  • Ability to act with diplomacy and discretion at all organizational levels with excellent judgment, adaptability, interpersonal, and communication skills is highly desirable.

Duty/Responsibility

  • Assist in cultural resources management actions as specified by the JRM Cultural Resources Manager ( CRM ) and as related to Guam Programmatic Agreements.

  • Conduct quarterly impact assessments regarding historic properties potentially impacted by military training and testing.

  • Conduct archaeological inventory and survey, archaeological testing, NRHP Eligibility evaluations, and data recoveries prior to military training activities, construction projects, and military land management activities (if required).

  • Conduct relevant literature searches and consult primary/secondary research materials to improve understanding of local prehistory and history in regional context,

  • Develop and oversee field investigations involving archaeological inventory survey, National Register site testing, and data recovery of prehistoric and historic archaeological sites.

  • Ensure all project documentation, including fieldwork notes, photographs, GIS data, site forms, are properly recorded and stored following DoD standards and protocols. Collects data using GPS and data collector (Survey 123), fills out and maintains/updates archaeological site forms.

  • Operates tools and equipment commonly used in cultural resource management, which may include but is not limited to, hand tools, radios, transits, total stations, global navigation satellite system ( GNSS ) receivers, ground penetrating radar, metal detectors, weed and brush cutters, and 4×4 trucks.

  • Responsible for care and maintenance of field equipment.

  • Maintains accountability for conservation supplies and equipment.
