Defense Logistics Agency Traffic Management Specialist in Fort Belvoir, Virginia

Senior Traffic Management Specialist (TMS) responsible for implementing concepts, policies, procedures, directives, methods, practices, and techniques through which transportation and traffic management of DLA cargo is affected and maintained. Provides interpretation and guidance on DoD transportation and traffic management policies to the DLA staff, Military Service headquarters, commercial carrier industry, and the Department of Defense (DoD) field activities. Principal advisor to the Chief, Transportation Policy Branch, Inventory Management Division Chief, and Deputy Director of Logistics Policy and Strategic Programs on the physical distribution of freight and procurement of transportation services. Has a clear understanding of DoD transportation audit readiness end-to-end processes and their associated internal controls. Applies new concepts in such diverse and highly specialized and developing fields as transportation, automated systems controls, information management systems, and transportation management systems. Prepares recommendations for system-wide improvements to streamline DLA shipping processes and eliminate manual processes. Requirements Conditions of Employment Qualifications To qualify as a Traffic Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-14: Directs, coordinates, and conducts transportation cost analyses independently. Oversees transportation financial DLAIs and SOPs and ensures that policies and processes comply with laws and regulations. Expert knowledge of transportation functions to include modes of shipment, DoD shipping systems, use of all shipment documents, and unique carrier shipping documents. Expert knowledge of transportation warehousing, distribution, automation, and DoD shipping processes and procedures. Has a clear understanding of transportation audit readiness end-to-end processes and their associated internal controls. GS-13: Directs, coordinates, and conducts transportation cost analyses with assistance or approval. Reviews financial DLAIs and SOPs and ensures that DLA policies and processes comply with laws and regulations with supervisory guidance. Knowledge of transportation functions to include modes of shipment, shipping systems, use of all shipment documents, and unique carrier shipping documents. Knowledge of transportation warehousing, distribution, automation, and DoD shipping processes and procedures. Understands transportation audit readiness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
