Responsibilities Serves as the Chief, Strategic Initiatives Group (SIG) and is a principal staff advisor to the Director and Vice Director, DLA. Represents the Agency in negotiating, justifying, defending, resolving and communicating significant, and so on. Responsible for synchronization of operational activities and issues across the Agency’s Senior Staff and Primary Logistics Field Agency Leadership both internally and externally to DLA. Synthesizes data from various agencies to create and edit significant communications, including briefings, speeches, interviews, letters, and memoranda, containing plans, policies, commitments, or status statements. Provides guidance to the development of mission, vision, guiding principles, environmental assumptions, goals, initiatives, and performance metrics that will drive performance standards. Prepares and reviews a wide range of correspondence for the principals, including personal correspondence, white papers, reports, fact sheets, responses to requests for information, memoranda of agreements, and so on. Provides expert advice and assistance in the integration of Agency goals and performance metrics, examining the relationship of one or more programs or initiatives on key measures of cost performance and budgetary constraints. Attends all operationally related meetings and ensures all critical information and outcomes are relayed to senior leadership across the agency. Assigns work, sets and adjusts short-term priorities and evaluates work performance of subordinates. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Strategic Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Preparing briefings, speeches, interviews, letters, memoranda, and other means of communication which incorporate statements of plans, policies, commitments, or status. Developing, executing, or overseeing business strategies and programs. Researching current events, publications and trends that may impact strategic goals. Resolving problems and developing guidelines, regulations and policies. Applying a wide range of qualitative/quantitative methods for assessment of issues, development of solutions and removal of impediments to create a comprehensive strategic plan. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
