Summary About the Position: Implement the Freedom of Information Act (FOIA) and Privacy Act (PA) include development, administration and conduct of programs for the Army Records Managment Directorate (ARMD) Fort Belvoir, VA 22060. Responsibilities Analyze requests for Army information for Freedom of Information Act (FOIA) and Army systems (Privacy Impact Assessments (PIAs) and System of Record Notices (SORNs) for Privacy Information for Privacy Act (PA). Evaluate requests in terms of cited legislation and content to determine legislative applicability thereto the FOIA (5 USC 552) and the Privacy Act of 1974 (5 USC 552a). Locate, evaluate, and select responsive material from numerous sources, inclusive of the National Technical Information Service, the Defense Technical Information Center, and the Government Printing Office. Assist and advise high level DA officials through input to policy and procedures governing the storage, service, retrieval access, release, and maintenance of recordkeeping systems of joint, unified and specified commands. Screen material prior to release to ensure documents are releasable and do not conflict with the exemptions of the FOIA/PA. Prepare and present information and decision briefings to higher levels of management. Coordinate Army wide statistical data and prepares the consolidated report for the annual Federal Information Security Management Act (FISMA). Specialized Experience: One year of specialized experience which includes, respond to inquiries related to Freedom of Information Act (FOIA) and the Privacy Act (PA) programs; advise on recordkeeping procedure or systems; and develop or implement guidelines, or training requirements related FOIA or PA programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Compliance Manages and Organizes Information Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
