GST Michigan Works Youth Services Specialist in Flint, Michigan

The Youth Services Specialist has the role of maintaining the work experience program and various day-to-day functions of the Jobs for Michigan's Graduates (JMG) program.  The position requires a focus on case management of specialized grants, data entry across programs, and assisting with data quality control/monitoring.  Responsibilities include maintaining fiscal and administrative records and providing administrative and clerical support to the Program & Data Manager.  Records duties must be performed in accordance with the State's and GST's data management systems procedures and regulatory requirements to facilitate effective and efficient handling of fiscal and participant records.

DUTIES:

  1. Provide initial and extended interviews and assessments with participants to identify needs, interests, and abilities.
  2. Assist participants in developing ISS and employment plans that fit participants' aptitudes, educational levels, physical abilities, career goals, and local employer demand.
  3. Provide information to participants about the types of Michigan Works' programs and services for which they may be eligible and assist with the selection of programs based on individual interest, aptitude, eligibility, and local employer demand.
  4. Prepare and maintain records and case files, including documentation such as participants' personal and eligibility information, services provided, narratives of client contacts, and relevant correspondence.
  5. Responsible for following all requirements regarding participant files, reporting for the State's and GST's data management systems, and maintaining case notes throughout all activities and retention periods, to ensure successful outcomes and meet data validation and performance measures.
  6. Monitor and record participants' progress to ensure that activities and employment goal objectives are met.
  7. Support the Jobs for Michigan's Graduates program, including monitoring JAG Force data system, ensuring program participation in statewide JMG events, tracking progress towards program goals, and assisting with enrollment of JMG students into WIOA services.
  8. Participate in all scheduled JMG professional development meetings and sessions.
  9. Maintain participant records and complete data entry for assigned programs.
  10. Approve eligibility for assigned programs.
  11. Complete quarterly follow-up contacts for assigned programs.
  12. Assist in the preparation of reports on a scheduled basis for distribution to appropriate state and federal regulatory offices, appropriate agency personnel, and/or grant funders.
  13. Help with agency monitoring and data validation as needed.
  14. Attend community meetings as requested and promote positive relationships with community partners, employers and school districts.
  15. Work with Communications team to develop marketing materials and marketing plan for youth programming.
  16. Assist with marketing Michigan Works' programs to potential participants, employer and community partners.
  17. Coordinate youth services with subcontractors and community partners to ensure best use of resources and participant fit.
  18. It is expected this position will share pertinent information with other departments. This person will fully function as a member of the organization to achieve total success for the department and agency.

EDUCATION:

An associate degree in business, human services or communication fields or equivalent preferred.  Experience in lieu of a degree will also be considered.
