The Senior Land Representative is responsible for performing rights of way, land and permit functions for new construction and operation projects within their assigned Location, and on occasion for other Company projects. Will require guidance and assistance from the Land Manager, or delegate. Responsibiliities include, but are not limited to: + Processes requests from and develops reports for Land Managers, Contract Agents, Operation, and Engineering personnel, regarding specific easements rights, landowner concerns and questions, title updates, land file histories. + Processes requests and prepares legal instruments for use in dealing with landowners, developers and governmental agencies, e.g., Amendatory Easements, Partial Releases. Reviews, recommends changes, negotiates, and circulates for approval land related agreements. Corresponds with landowners and others when third party operations affect Company assets. + Notifies landowners prior to entry of civil and environmental surveys, operation and maintenance activities. + Negotiates for the acquisition of lands and rights of way necessary to accommodate Engineering projects and ongoing Operations activities. Represents the Company in contacts with landowners and public agencies. Acts as a liaison between Operations and Engineering representatives, third party contractors, and landowners. + Identifies and acquires permits from private, local, state, Native American and federal authorities for occupancy of various land types, including railroads, streams, rivers, highways, roads. + Develop, build, and maintain relationships with all landowners including large private landowners, landowners in more populated areas, commercial land developers, governmental agencies, and quasi-governmental agencies + Assists in obtaining environmental clearances and permits for Engineering projects and Operations activities, i.e., Wetlands, Archaeological, and Threatened and Endangered species clearances in accordance with National Environmental Policy Act (NEPA). + Gathers data necessary to establish crop and timber values, yields and production records. Assesses, negotiates and issues checks for damage settlements resulting from Operations and Engineering activities in accordance with the terms of the controlling right of way easement/permit. + Responds to landowners and public agency inquiries regarding Company land rights, request for amendments, alterations and relocations. Advises Operations and other internal personnel as to parameters of existing rights relating to proposed activities. Protects Company rights from encroachments and misinterpretation. + Coordinates right of way clearing activities, including making landowner contacts, supervising contractor and negotiating damage settlements. + If requested by Supervisor, coordinates activities of contract agents when third party right of way services are required to support Operations projects. + Assists in preparing responses to requests from Engineering and Commercial/Business Development for future construction projects, e.g., easement rights, projects costs, labor costs, project schedules, and real property land values on projects. Assists in preliminary route investigations for new pipeline construction projects and provide rights of way data useful in determining final route. + Assesses, negotiates, settles, and issues checks for damage claims resulting from Operations, Engineering, construction activities and routine maintenance, in accordance with the terms of the controlling right of way easement/permit. + Notifies and communicates with appropriate stakeholders prior, during and after the entry for civil and environmental surveys, construction, and operation maintenance activities. + Investigates and review encroachment matters by third parties on Company rights or way. + May be assigned to handle the right of way matters and landowner issues for a particular operations area of the Company. + Position requires the ability to work independently in a field setting or office setting, as well as in a group. + Completion and submission of necessary / required documentation in a timely fashion is a must. + Computer literacy with the ability to learn new software as needed is important to this role. + Other duties as assigned. Qualifications The successful candidate will meet the following qualifications: + A minimum of 5 to 7 years' experience in the Land and/or Right of Way profession; and/or equivalent experience in dealing with real estate, landowners, contractors, local, state, and federal agencies. + Familiarity with potential agricultural and livestock concerns. + Must have strong communication skills, organization and leadership skills, interface and deal effectively with all levels of personnel and people, build and maintain effective work relations, and have the ability to handle sensitive information and negotiations. + Must have strong ability to work effectively in a fast-paced work environment, be flexible and able to adapt to changes in work activities, work locations, process work rapidly, set priorities, work under pressure, and follow through with assigned tasks. + Knowledgeable of Microsoft Office products: Word, Excel, Outlook. + Has previously used Google Earth or other GIS platforms. + Has previously used Adobe Acrobat. + Knowledgeable of Spotfire beneficial.
