Noblis Telecommunications Implementation and Project Engineer in Farmington, Minnesota

Responsibilities

This position will be responsible for planning, executing, and overseeing technical projects to ensure they are completed on time, compliant with FAA rules and policies, and according to scope and quality requirements. They will coordinate resources, manage risks, and achieve project objectives.

This position will independently performs complex tasks related to defining and proposing performance requirements, and optimization of telecommunications networks and services. Analyzes and evaluates network operations efficiencies and recommends design changes to improve services to users. Responsible for providing technical or supervisory leadership for Contractor employees in areas supported.

They will manage the timely submission of project forms including:

  1. EOSH (Environmental & Occupational Safety & Health): WRR (Work Request Review), Asbestos & Lead guidance.

  2. PRP (Project Risk Plan) Explanation of work to be done & safety checklist.

  3. ORMP (Operational Risk Management Plan) follow up and approval process by FAA regional departments.

Oversee / provide logistics and planning for FAA network communication upgrade projects:

  1. Site Surveys, which give a description with pictures of FAA sites.

  2. This includes external pathways for fiber or wireless connections. The internal upgrades for additional equipment with power and ground requirements.

  3. Site Prep, which ensures that the site is capable of receiving the equipemnt and or services being delivered.

  4. This includes space, power, grounding, core drilling, conduit, innerduct, and right-of-way work.

  5. US Department of Transportation Project Plan, which explains all the work required and stakeholders involved to complete the task.

  6. These stakeholders include the SSC Team (System Support Center), AT (Air Traffic), ES (Engineering Service) , PMO (Project Management Office), and Private Airport Owner/Manager

Update CWP (Corporate Work Plan) Portal, FAA.gov Project information & tracking tool. Primavera P6 schedule knowledge.

Communicate with Telecom Vendors as required. Primary is L3 Harris. SDSA (Short Duration Sunset Announcements), SCP (Special Construction Projects) & RTIR Terrestrial (Fiber) & Cellular Equipment Projects (LTE).

Required Qualifications

  • Bachelor degree and 16 years of relevant experience

  • A tradeoff might be possible for a Master’s degree and 3 less years of experience or an Associate’s degree and 2 more years of work experience, contingent on FAA approval.

  • Primavera P6 schedule knowledge.

  • Ability to work at either the FAACleveland Air Route Traffic Control Center (ZOB) located at Cleveland Center 326 East Lorain Street, Oberlin, Ohio, or the Minneapolis Air Route Traffic Control Center (ARTCC) located at 512 Division Street in Farmington, Minnesota

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

Posted Salary Range

USD $67,050.00 - USD $104,785.00 /Yr.
