Summary About the Position: Serves as an Emergency Management (EM) Subject Matter Expert (SME). Work is performed primarily sedentary, although some slight physical effort may be required. Some standing, walking, bending, and lifting are required during actual response to an accident of disaster. Hours of work will fall between 0600 and 1800. Responsibilities Communicates and networks with both internal and external contacts. Provides liaison support among military, federal and private healthcare organizations. Assists in the preparation of financial management reports. Participates in the development and execution of the agency’s multi-year training and exercise plan. Develops, maintains, updates and exercises a comprehensive “all-hazards” emergency management plan. Test and evaluate all-hazards preparedness and response. Develops process improvement plan and tracking. Develops policies, plans and procedures for employing resources for National Special Security Events (NSSE). Specialized Experience: One year of specialized experience equivalent to the GS-12 that includes 1) Comprehensive knowledge and understanding of emergency management concepts, 2) Knowledge of Continuity of Operations Planning (COOP) to assist with plans development, 3) experience with emergency planning, preparedness, response and budgeting 4) Ability to effectively communicate orally and in writing. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Risk Management Security Program Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
