Job Description:

General Dynamics Information Technology, a world leader in Defense IT Systems Integration and Services is seeking a Cybersecurity Leader responsible for strengthening the defensive posture and cyber defense operational readiness of a large, complex IT network. As the Cybersecurity lead, this individual shall be responsible for leading our team to provide cybersecurity support for USACE systems and applications in accordance with applicable Federal, DoD, and Agency-specific guidance (law, regulation, policy, best-practice, etc.). The Cybersecurity lead shall be responsible for all aspects of our Cyber operations support to USACE IT, which shall include:

  • Identifying, protecting, detecting, responding, and recovering from security threats to enhance

  • Further automating USACE existing continuous network monitoring capabilities

  • Comparing and analyzing critical cybersecurity-related information

  • Enhancing risk-based decision making at the enterprise level

  • Leading the implementation of all phases of the risk management, continuous monitoring and mitigation of risks for current systems

  • Review of system and software changes for cybersecurity ramifications

  • Development and maintenance of Continuity of Operations Plans.

Responsibilities:

  • Provide leadership to team members

  • Identify and close performance gaps, analyze trends, and manage performance of the team

  • Assist in the development/submission of recurring operation reports and contract deliverables

  • Analyze recurring performance reports to ensure service level agreements are met. and identify areas for improvement.

  • Directly interface and maintain good professional relationships with key government leads and other stakeholders who are directly and indirectly involved with the USACE program.

  • Facilitate communication and problem solving support across cross-functional teams/departments and provide information efficiently to all management levels on outstanding issues, project activities, and progress

  • Lead the plan development for risk mitigation and contingency planning

  • Shall oversee the implementation and maintenance all aspects of cybersecurity engineering support in accordance with all Federal, DoD, Component, and Agency-specific security initiatives, to include providing support for all phases of the Continuous Diagnostic and Mitigation (CDM) Program

  • Lead the implementation of a common set of CDM capabilities across USACE.

  • Implement all phases and aspects of the DoD accreditation/certification policies and procedures for DoD IT during the entire lifecycle for all USACE systems and environments.

  • Shall evaluate, identify, and implement innovative cybersecurity practices and tools to enable the Government to meet security standards with the greatest possible efficiency.

  • Shall lead GDIT’s ability to provide an integrated data repository capability for the aggregation of both internal and external network and security sensor data to include unclassified, classified, and ISC/SCADA/OT systems

  • Shall oversee GDIT’s ability to support the following cybersecurity services:

  • Strategy

  • Analysis and Reporting

  • Awareness and Training

  • Automation Support

  • Information Security

  • Information Assurance

  • Risk Management Support

Qualifications:

  • Bachelor’s Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience

  • Minimum of 10 years of experience in management role of cybersecurity operations.

  • Minimum of 15 years in cybersecurity role

  • IAM Level III Certification

  • U.S. Citizenship is required

Security Clearance Level:

  • Active DoD secret clearance

Skills and Attributes:

  • Experience managing service operations, as a service manager, against SLAs on a DoD TO/contract on a CPAF basis

  • Extensive knowledge and understanding of Cybersecurity Operations

  • Demonstrated leadership and managerial skills.

  • Experience managing, mentoring and motivating technical experts, process and service operation teams.

  • Excellent communication skills, including technical AND nontechnical individuals.

  • Excellent critical thinking judgement and decision-making skills.

  • Excellent client-facing communication skills

  • Experience managing government contracts

The likely salary range for this position is $140,899 - $235,310. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
