Naval Facilities Engineering Command ENGINEERING TECHNICIAN in Fallon, Nevada

Summary You will serve as a Engineering Technician in the NAVFAC Systems SW Command, Public Works of NAVFAC SOUTHWEST. Responsibilities You will serve as a construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy and private contractors. You will provide overall coordination of the construction quality management program for assigned projects. You will attend selective quality control, preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness. You will ensure contractor is conducting monthly site safety self-evaluations and submitting the information with pay vouchers/invoices. You will maintain extensive contact with key contractor representatives to promote an atmosphere of partnering and cooperation and to quickly resolve problems and maintain construction schedule. You will review contractor invoices for accuracy against actual work-in-place. You will mentor lower grade Engineering technicians and junior architects/engineers /officers. You will facilitate effective relationships and processes between A-E contractors, construction contractors, clients and government team members to ensure products are provided properly, on schedule, and within budget. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning, developing, programming, designing, and managing new minor construction and maintenance and repair of existing systems, facilities, utilities, and structures; 2) Reviewing as-built drawings, performing site visits, and verifying existing conditions for all assigned projects; 3) Preparing detailed technical and performance portions of specifications and developing cost estimates for contracts and task order; 4) Serving as pre-award technical support on negotiated contracts and projects, and serving as the point of contact for modifications, and supporting command's questions or problems of a technical nature; 5) Analyzing bids and making recommendations for awards, price negotiations and for changes in original specifications.
