The Fairfax County Park Authority (FCPA) is seeking a Vehicle and Equipment Fleet Manager to be a part of one of the most highly regarded park systems in the country. With more than 24,000 acres of parkland, nine Recenters, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

Under limited supervision, this position supervises and assists other mechanics in the maintenance and repair of the entire Park Authority grounds equipment fleet, which include: carousels, miniature trains, specialized golf turf equipment, large tractors, ice resurfacers, amusement rides, engines of power generators, heavy equipment, and other mowing equipment. Provides high level diagnostic and repair services to all makes and models of grounds equipment both at the shop and in the field when emergency repairs as required. Changes tires on all types of equipment. Operates equipment once serviced to determine if equipment is fixed. Procures supplies using a county procurement card or purchase order. Coordinates and implements the quality control inspection of equipment for all Park Authority locations. Plans and schedules workload and assigns work to staff, reviews work in progress to ensure acceptable repair and maintenance procedures are being used. Provides technical guidance and assistance to diagnose, repair and replace parts. Ensures required parts, materials, tools, and equipment are provided. Provides training opportunities for subordinates and evaluates their performance and abilities. Monitors and enforces preventive maintenance safety inspection schedules.

Note: This position is classified as essential personnel. The appointee is required to report to work during times of inclement weather or other emergencies.

Hours: 6:00 a.m. to 2:30 p.m.

Location: Hummer Road and throughout Fairfax County, depending on the needs.

  • Plans, directs and coordinates the maintenance and repair of automotive, construction and industrial equipment;

  • Assigns and inspects work in progress and upon completion;

  • Provides technical guidance and assistance in diagnosing malfunctions, repairing and replacing parts and assemblies, selecting parts and materials, and operating tools and equipment;

  • Instructs mechanics in difficult repair work and may test-drive;

  • Assists in the selection and placement of personnel;

  • Evaluates the work performance of subordinates;

  • Counsel employees about work-related issues and assist employees to correct job-skill deficiencies;

  • Determines schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment and skill of personnel;

  • Inspects and monitors work areas, examines tools and equipment, and provides employee safety training to prevent, detect, and correct unsafe conditions or violations of procedures and safety rules;

  • Compute and prepare estimates and review actual costs for materials, labor, or outside contractors;

  • Orders parts, tools, supplies and equipment;

  • Inspects new vehicles and equipment for conformance to procurement specifications.

Required Knowledge Skills and Abilities

  • Thorough knowledge of the tools, equipment and methods used in the mechanical repair of a wide variety of automotive, construction and industrial equipment;

  • Skill in performing difficult mechanical repairs;

  • Ability to plan, organize and supervise a work program of equipment maintenance and repair;

  • Ability to establish and maintain a parts inventory system;

  • Ability to understand and follow written and oral instructions;

  • Ability to read and comprehend relevant documents.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: (https://www.fairfaxcounty.gov/hr/equivalencies-education-and-experience) (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) a High School diploma or G.E.D. issued by a state department of education; plus five years of experience in problem diagnosis, repair and maintenance of a wide variety of light, medium, heavy and/or specialized automotive equipment; plus one year of experience at a lead or supervisory level.

PREFERRED QUALIFICATIONS:

Experienced as a supervisor, team leader or backup foreman. Ability to maintain effective public and employee relationships.

CERTIFICATES AND LICENSES REQUIRED:

Driver's license (required)

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Work is generally sedentary, however, employee may be required to do some walking, standing, bending, and carrying items under 20 pounds in weight. Ability to operate commercial vehicles. All duties may be performed with or without reasonable accommodations.
