Our work depends on a PMO Quality Assurance Manager joining our team to assist in managing the quality assurance processes for the Office of Medicare Hearings and Appeals (OMHA) Electronic Case Adjudication and Processing Environment (ECAPE) e-Appeal Public Portal Module (eAPPM).

The PMO Quality Assurance Manager will be responsible for leading the quality assurance (QA) activities for the OMHA ECAPE system modifications and other related tasks. This position will ensure the quality and compliance of all deliverables meet the established project standards and customer expectations.

HOW A PMO QA MANAGER WILL MAKE AN IMPACT:

  • Oversee the development and execution of QA plans and processes for the OMHA ECAPE e-Appeal Public Portal Module.

  • Lead formal QA reviews and audits of project deliverables to ensure compliance with government standards and contract requirements.

  • Ensure that project processes, deliverables, and systems are consistently evaluated against both internal and external standards, including monitoring and reporting on SLA (Service Level Agreement) compliance.

  • Develop and implement SLA reporting mechanisms, tracking performance against SLA targets, and providing detailed reports to stakeholders.

  • Monitor SLA adherence and provide regular reports highlighting areas of non-compliance, risks, and recommendations for improvement.

  • Collaborate with cross-functional teams including project management, development, and technical teams to ensure quality control throughout the project lifecycle.

  • Develop quality metrics and reporting mechanisms to track project performance and quality.

  • Conduct risk assessments and identify potential areas for quality improvement. - Ensure all project documentation complies with relevant federal regulations, including Section 508 Compliance.

  • Mentor and guide QA team members in best practices and continuous quality improvement.

  • Report on quality issues, propose solutions, and implement corrective actions as needed.

WHAT YOU’LL NEED TO SUCCEED:

  • Bachelor of Science.

  • Strong knowledge of QA methodologies, standards, and best practices.

  • Demonstrated Microsoft Office suite proficiency.

  • Expertise preparing documents for delivery or publication.

  • Excellent writing/editing skills.

  • Excellent communication skills and attention to detail, particularly in document review and audit processes.

  • Extensive experience in Section 508 Compliance.

  • 5+ years’ experience in quality assurance measures

  • The successful candidate must be able to work independently in a team environment and be flexible around evolving needs while managing both schedule and overall commitments to meet project deliverables.

DESIRED SKILLS AND EXPERIENCE:

  • 5+ years of experience in quality assurance, with at least 3 years managing QA processes in a government contracting environment.

  • Experience with Confluence and Microsoft Teams.

  • Familiarity with government contracting standards.

  • PMP certification or similar project management certification is highly desirable.

  • Knowledge of Agile project management principles.

  • Proficiency in QA tools such as Jira, Microsoft Project, or similar.

  • Experience working with healthcare IT systems or within the healthcare industry.

  • Familiarity with federal regulations for IT systems.

SECURITY CLEARANCE LEVEL:

  • Ability to pass HHS and company background check to obtain a Public Trust Level 5 clearance.

The likely salary range for this position is $110,500 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
