Fairfax County, the largest local government in Virginia and nationally recognized for its financial stewardship and well-managed programs, is looking for an experienced professional to advance its Sustainable Procurement Initiatives and Supplier Diversity Program in support of the One Fairfax Policy on racial and social equity, the Environmental Vision, and other sustainability policies and initiatives. Fairfax County spends $700 million annually on goods and services and its supply chain spans thousands of suppliers across hundreds of sectors. Join our team to advance racial and social equity in the procurement process, enhance opportunities for small, women-owned and minority-owned businesses, and improve supply chain social and environmental performance.

Under general supervision of the Sustainable Procurement Team Lead serves as Senior Manager, Sustainability and Supplier Diversity. Leads the Supply Chain Corporate Social Responsibility (CSR) Program and support the Supplier Diversity Program, coordinates the work across the department and with internal and external stakeholders, and develops and implements new programming in support of responsible and equitable procurement. Collaborates on other sustainable procurement initiatives such as our Zero Waste Program and Sustainable Procurement Policy.

Schedule: Position participates in events which may occur outside of normal business hours. Flex schedules and/or telework options are available.

Duties include:

  • Plans and manages the Supply Chain CSR Program to assess the sustainability performance of major county suppliers.

  • Develops and implements engagement strategies and training to both suppliers and county staff in support of various sustainable procurement efforts, including to improve suppliers’ own sustainability

  • Conducts analyses of program performance and recommends improvements, including changes to policies and processes.

  • Supervises Supplier Diversity and Equity Project Manager. Advises the planning and implementation of this program in four key areas: internal development, external development and business community relations, policy and programming, and data reporting.

  • Supervises and assists with the planning and implementation of county’s first Procurement Disparity Study, a major project to assess potential disparities between county spending and the demographics of available businesses. Oversees consultant work related to this and other projects.

  • Supports the development, implementation, and monitoring of the department’s equity impact plan and equity team.

  • Assists with implementation of Sustainable Procurement Policy

  • Liaises with department leadership, elected officials and other internal and external stakeholders.

  • Develops and tracks key performance indicators and progress towards program goals. Prepares summary reports and responds to informational requests as needed.

Employment Standards

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position must satisfactorily complete a criminal background check.

PREFERRED QUALIFICATIONS:

  • Experience with supplier diversity, diversity/equity/inclusion (DEI) initiatives, supplier engagement, or disadvantaged business support.

  • Experience with sustainable procurement/purchasing, corporate social responsibility (CSR) or other sustainability initiatives.

  • Experience with change management initiatives and collaborating with diverse stakeholders.

  • Knowledge of procurement and contracting principles, policies and procedures.

  • Ability to develop, interpret and apply complex policies and procedures in the planning, implementation, and management of projects.

  • Experience presenting analysis and updates to leadership and policy makers.

  • Clear and concise oral and written communication skills.

  • Excellent organizational and interpersonal skills.

  • Experience using systems and databases, including but not limited to Microsoft Office Suite (Outlook, Word, Excel, Publisher, PowerPoint, and Access).

  • Certifications in any of the following topics: supplier diversity, diversity/equity/inclusion, sustainability, supply chain or procurement.

PHYSICAL REQUIREMENTS:

Job is generally sedentary in nature; however, incumbent must be able to conduct site visits at county facilities and walk, bend and stoop in diverse work environments. All duties performed with or without reasonable accommodations.
