Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Provides technical interpretations and evaluates construction documents in accordance with the Virginia Uniform Statewide Building Code, referenced standards and departmental policies. Reviews and processes architectural drawings and related documents to process and issuance of commercial certificate of occupancy or non-Residential Use Permit (Non-RUP). Communicates development regulations to contractors, builders, engineers, other governmental agencies, and the public. Supports the Elevator and Cross Connection Control Program. Serves as initial point of contact for customers, emails and telephone calls. Manages inquiries by answering customers directly or forwarding them to technical staff. Advises customers by serving as a non-RUP process subject matter expert. Interprets inspection results and rejection comments and advises customers of possible solutions and next steps. Complies with Library of Virginia retention schedule for inspection-related records and confers with the LDS Records Manager in the storage and destruction of inspections-related records. Complies with LDS's safety programs and guidelines.
Complies with county, agency and job specific training requirements, including but not limited to Emergency Management and Safety related courses. Provides backup support for other divisions within the Building Division and other areas of LDS.

Position works u nder general supervision of the Code Specialist III in the Technical Services Branch of the Building Division,
Required Knowledge Skills and Abilities
Thorough knowledge in the practical application of engineering science and technology to include applying principles, techniques, procedures, and equipment to the design, maintenance, or production of approved plans, permits or construction and maintenance of structures, facilities or equipment;
Thorough knowledge in arithmetic, algebra, geometry, calculus and/or statistic and their applications for project completion and/or problem solving;
Thorough knowledge of county, state and federal laws, codes and regulations pertaining to the appropriate technical field;
Thorough knowledge of the methods and equipment used in engineering construction and inspection methods;
Knowledge of occupational hazards and applicable safety practices;
Ability to comprehend and comply to safety practices;
Ability to perform duties requiring manual dexterity and mechanical aptitude;
Ability to prepare accurate drawings and maps;
Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;
Ability to process information by compiling, coding, categorizing, calculating, tabulating or verifying information and data accurately to document field notes;
Ability to use relevant information and judgment to evaluate whether plans, specifications, permits or inspection results are in compliance with standards or meet specification requirements;
Ability to estimate technical and/ or resource requirements for development of projects;
Ability to review and interpret technical documents such as maps, plans or schematics to plan work;
Ability to troubleshoot, diagnose and correct abnormalities and malfunctions in equipment and technical processes;
Ability to design, analyze and effectively use systems, components and methods within the framework of quality control and continuous improvement;
Ability to enter and maintain information utilizing software or adaptive devices;
Ability to create graphical representations;
Ability to select, utilize and maintain tools and technology, including adaptive tools and new technology to facilitate work or a process;
Ability to collect, compile, and interpret research data;
Ability to respond to sensitive complaints, provide detailed technical explanations and resolve sensitive complaints;
Ability to maintain effective work relationships and work in a team environment;
Ability to communicate effectively, orally and in writing.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work. CERTIFICATES AND LICENSES REQUIRED:
VDHCD Permit Techinican.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Expert knowledge and experience of the Planning and Land Use System(PLUS)
Experience in project management within the building construction and/or code application
Experience in problem solving, team environments, and critical thinking
Paraprofessional building/engineering support
Experience in Land Development, construction and/or reading and reviewing construction documents
Experience in customer Service
Experience in Land Development processes
Experience in professional writing or creating reports.
PHYSICAL REQUIREMENTS:
Ability to bend, stoop, crawl, and work in tiring and uncomfortable positions; Ability to lift heavy items/plans up to 50 pounds with assistance; Ability to operate a county vehicle; Ability to operate copy machine; Ability to operate desktop scanner. Ability to operate personal computer. Crouch, bend, stoop, and twist upper body to maneuver in workstation. Visual acuity to review detailed documents. All duties performed with or without reasonable accommodations.
