Position Description:

CGI Federal is looking for a SME Senior Application Software Developer with a deep understanding of complex applications, system administration, and network solutions, including broad knowledge of DFAS Information and Technology (I&T) and/or other Department of Defense (DOD) environments. You will be a key member of a well-rounded, experienced medium-sized team within a flexible hybrid (remote and/or contractor site location) working environment. You'll work across the entire software development lifecycle, collaborating closely with both functional and technical team members to deliver innovative solutions.

All Corporate Electronic Document Management System (CEDMS) applications require continued maintenance, security upgrades as DoD mandates, and functional enhancements as required by the customer base. This team will be responsible for maintaining the DFAS CEDMS application instance(s), supporting operations, and performing services for all application system environments (Development, Staging, Production, Continuity of Operations) that are required for the application upgrades, research and development, testing, training, system maintenance, application security maintenance, system interface setup and maintenance, and consultation support across all modules.

This role is a hybrid working model with locations in Fairfax, VA, Alexandria, VA or Indianapolis, IN

Your future duties and responsibilities:

• Develop, create, and modify general computer applications software or specialized utility programs. Analyze user needs and develop software solutions to ensure seamless functionality and user experience across platforms.

• Design software or customize software for client use to optimize applications for maximum performance and scalability. Software development and deployment shall encompass the development, testing, scheduling, and coordinating as necessary, obtaining necessary approvals, and then deployment of all system software to customer standards.

• Engineer, develop, integrate, and support deploying solutions for specific user requirements not addressed in current baseline applications (one-off solutions), if necessary. Interprets business requirements and implements the necessary technology to fulfill requirements and ensures that all customer-approved changes are performing as expected and providing the desired solution.

• Perform software development functions for supported systems/services in response to customer and infrastructure requirements.

• Engineer, develop, integrate, and maintain software code as necessary to integrate COTS/developed applications information solutions to deliver requested capabilities, based on approved requirements. Architects and codes multi-environment system solutions utilizing various programming languages.

• Identifies and reports problems in new and existing software. Recreates reported software problems to facilitate solutions to include validating the fixes for the software problems.

• Employ best practices for design, development, unit testing and test plan development. Actively participate in the documentation of software requirements, functional design, flowcharts and diagrams.

Required qualifications to be successful in this role:

• Bachelor’s degree in engineering, computer science, mathematics, or similar technical discipline.

• At least 9-12 Years of demonstrated experience with general computer applications software or specialized utility programs on a large acquisition program.

• Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives.

• Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met.

• Interactions involve client negotiations and interfacing with senior management. Decision-making and domain knowledge may have a critical impact on overall project implementation. May supervise others.

• Relational Database Management System (RDBMS) Infrastructure experience, SQL programming experience

• All contractor personnel accessing CEDMS applications will require a Tier 5 investigation for IT-I access, however, this role does not require an active security clearance.

Desired Qualifications

• Knowledge of industry standards and technologies associated with software development, project engineering, systems development, systems engineering and integration, information technology, verification and validation, and information security.

• Experience supporting various Commercial Off The Shelf (COTS) software(s) including: Kofax OCR, Remote Scan, Enterprise Resource Management (ERM) Perfect, Active Portable Document File (PDF), Adobe, Microsoft Office 2016, Microsoft Structured Query Language (SQL), Oracle, Ultra Edit, Monarch Automator, Unisys Enterprise Output Manager (EOM), and Tectia software. These software packages are integrated together to allow scanning, document conversion, document indexing, document storage, query retrieval and data transmissions to/from the servers and the system’s 50+ interfaces.

• Working knowledge of DFAS mission partners. Broad knowledge of DFAS I&T and/or other DOD architectures and missions, both as-is and future vision.

• Familiarity with the DISA operations and security procedures. Experience within the DOD/DISA/RMF cybersecurity domain, STIG compliance, and/or obtaining System Authority to Operate (ATO).

• Demonstrated operational experience with DOD systems, applications, and/or platforms housed within a security-cleared environment.

• Seeks to improve personal job-related knowledge and departmental process by studying state-of-the-art development tools, programming techniques, and computing equipment, participating in educational opportunities, and reading professional publications.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $132,000 - $235,000
