The primary purpose of this position is to serves as the primary Instructional Systems Design (ISD) specialist designing, developing, and evaluating highly technical training courses with classified and sensitive content instructional materials. Joint Personnel Recovery Agency, Personnel Recovery Academy Fairchild AFB, WA Responsibilities Directs the development or revision of Personnel Recovery Academy specialized and highly classified Survival, Evasion, Resistance and Escape (SERE) instructional programs, including formal training in initial skills, advanced, supplemental, and field training courses for U.S. military, Department of Defense (DoD) civilians, and contractors authorized to accompany the force (CAAF) personnel. Advises PRA leadership, and guides staff on ISD application during research, identification, and analysis of program requirements; identifies problems for projected and planned PRA specialized SERE education and training programs and exercises. Provides ISD expertise to PRA trainers and instructors. Employs accurate and effective guidance during PRA course development/revision projects to encapsulate customer training requirements and measurable student learning is achieved. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional and Scientific" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: makes decisions based on the interpretation of regulations and practices, and initiates actions that affect both the Personnel Recovery Academy, Joint Personnel Recovery Agency and external organizational units. The employee makes decisions that involve the interpretation of policy and recommends actions on the settings of precedents. The incumbent is responsible to develop and validate specialized SERE courseware projects meeting the pre-deployment preparation requirements of United States Forces and Multinational Partners. Incumbent serves in an advisory capacity for matters related to specialized SERE education and training requirements identification, and scoping process for current and emerging customer requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of operational survival, evasion, resistance and escape (SERE) tactics, techniques, and procedures; Personnel Recovery (PR) or joint tactics, techniques, and procedures that support the tasks to locate, communicate, support, recover, and reintegrate; and national-level capabilities in support of PR operations; and national-level capabilities in support of PR operations. 2. Knowledge of organization, roles, and functions of the JCS, theater, USSOCOM, JSOC, and the interagency community; and customers' unit personnel, capabilities, and their tactics, techniques, and procedures. 3. Skill and ability in conducting research, analysis, and assessments of command directed special projects, studies, and customer-training requirements for devising solutions associated with program development/revision efforts. 4. Professional knowledge of instructional systems design, education, and training program development. 5. Effectively collaborate with all levels of personnel within and outside the component to build and maintain cohesive work teams for project success. 6. Professional knowledge of learning theory and principles, and instructional methodologies during JPRA specialized SERE courseware development. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
