General Statement of Duties

The Eugene Airport is looking to hire a Civil Engineer!

The Airport Civil Engineer 2 manages the development and implementation of airport projects by providing direction to consultants responsible for project development including design, analysis, feasibility studies, budget and schedule. Establishes project goals, coordinates with stakeholders, negotiates timelines/schedules, and reviews project plans, specifications, and estimates.

The Airport Civil Engineer 2 is responsible for coordination, oversight, and management of outside consultants performing design and construction administration work. The Airport Civil Engineer 2 will have sufficient background knowledge in civil engineering principals to have the ability review technical plans, specifications, and cost estimates. Extensive knowledge of the FAA Advisory Circulars (AC) related to capital development and planning is required to complete this job.

Salary Range: $42.63 - $57.55 / hourly; $88,670.40 - $119,704.00 / annually

Effective 7/1/2024 - A COLA increase of 2.4%

Examples of Duties Performed - Duties may include but are not limited to the following

Manages consultants that produce design plans and specifications for airport capital improvement and rehabilitation projects including taxiway/apron/runways pavements, storm drains, parking lot facilities, roadways, and buildings projects.

Manages the checking, reviewing, and processing of plans for private developments affecting airport property, ensures that they meet all City standards; analyzes materials and design data submitted to the Airport for review.

Acts as lead representative for Airport projects that interface with other City departments, divisions, and sections and with outside agencies including consultants, engineers, developers and contractors.

Provides technical and professional engineering support services relative to assigned area of responsibility.

Provides management for assigned programs, technical contracts, and outside consultants. Uses expertise to help in establishing the scope for improvements to airport projects.

Answers questions and provides information to the public, investigates complaints, and recommends corrective action as necessary to resolve complaints.

Acts as project manager, monitoring project budgets, and assuring compliance with city standards and policies.

Prepares high level project budget estimates and reviews detailed budget estimates produced by consultants.

Participates in preparation annual capital improvement plans (CIP).

Responsible for planning and coordination of development of airport master plans and airport layout plans (ALPs).

Reviews field projects being studied, designed, or constructed; investigates field problems affecting property owners, contractors and maintenance operations; responds to public inquiries and complaints.

Represents the division/department on City committees and task teams.

Coordinates with FAA Airport Division and District Office (ADO) engineers, planners and environmental staff during the planning, engineering, and design phases to ensure project compliance.

Assists in grant application preparation for FAA, state, and/or local grants.

Manages permitting processes with city, county, state, and federal jurisdictional agencies.

Represents the division before the public, other agencies, and commissions.

Participates in development of policies, procedures, and technical standards.

Performs related duties as assigned.

Qualifications

A typical way to obtain the knowledge and abilities would be:

Experience:

Previous aviation experience preferred. 5 years of related engineering experience.

Training:

Bachelor's degree from an accredited college or university in civil engineering or a closely related field.

License or Certificate:

Possession of a valid Certificate of Registration as a professional engineer in the State of Oregon, or possession of a valid Certificate of Registration as a professional engineer from another state and ability to obtain the Oregon Certificate of registration within six months.

Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license.

Knowledge of:

City engineering policies and procedures.

Pertinent Federal, State, and local laws, codes, and regulations.

FAA rules and regulations including but not limited to Advisory Circulars, Engineering Briefs, etc.

Ability to:

Perform complex professional engineering work with minimum supervision.

Coordinate complex engineering designs and project management and computations.

Interpret and apply Federal, State and local policies, procedures, laws and regulations.

Ensure program compliance with Federal, State and local rules, laws and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Periodic advancement through the salary range is dependent upon merit.
