Pacific Air Forces HAZARDOUS CARGO SHIPMENT INSPECTOR (MVO/FLO) in Elmendorf AFB, Alaska

Summary The primary purpose of this position is to independently perform a wide range of special handling terminal/warehousing activities, including receiving, inspecting, storing, selecting, shipping, and preparing originating and terminating hazardous, explosive, ammunition and other shipments requiring special handling for onward movement; to prepare and load air shipments on departing aircraft and to coordinate with civilian agencies for the movement of surface shipments. Responsibilities Inspects hazardous materials, explosives, ammunition, special cargo documentation and packaging in accordance with applicable DoD, AF, AMC and civilian directives. Performs comprehensive inventories ensuring the protection of resources and executes a broad range of specific storage assignments as directed by AF and civilian directives. Performs tasks involved in receiving and shipping items. Drives one or more types of vehicles/equipment, such as pickup, panel, flatbed trucks and forklifts, which typically have a gross vehicle weight of 10,000 pounds or less. Operates Materials Handling Equipment (MHE) including 10K AT forklifts and 25K/60K Loaders. Requirements Conditions of Employment Qualifications Conditions Of Employment Continue KEY POSITION: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-7000 Packing And Processing Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-7001 HAZARDOUS CARGO SHIPMENT INSPECTOR (MVO/FLO) more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and application of the regulations, instructions, procedures and work methods governing the preparation, inspection, storage, and loading hazardous materials, explosives, ammunition, and other items requiring special handling for air, water and surface movement. 2. Knowledge of accepted warehousing methods, procedures, and material handling techniques; and of warehousing functions such as material receiving, storage, issuing, and preservation. Knowledge and ability to prepare and conduct cargo/mail inventories. 3. Knowledge of regulations, procedures, and policies related to safety, records maintenance and documentation to include knowledge of inventory records procedures and requirements. 4. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers, and scanners. 5. Ability to safely operate vehicles/equipment and interpret/apply instructions pertaining to material handling; maintain tools, equipment, and work area in a neat, clean, and orderly manner. 6. Ability to communicate effectively, both orally and in writing. Physical Effort Works on hard surfaces and in work areas that require standing, stooping, bending and working in tiring and uncomfortable positions. May lift and carry weights up to 40 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires light to moderate physical effort in reaching, bending, turning or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising, lowering and tilting forklift trucks. Subject to possible strain caused by vibration of forklift trucks. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire. Working Conditions Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards or chemical fumes while working in a hazardous materials area. May be required to wear protective clothing, such as hard hats, steel toed shoes, rubber gloves, masks and rubber aprons. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
