Northrop Grumman Defense Systems is currently seeking a Manager 3 – Propulsion Engineering to join our Motion Controls Engineering group at the Elkton, Maryland location.

The Northrop Grumman Propulsion Systems and Controls (PS&C) location in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Job Description

As the leader of the Motion Controls engineering group, consisting of approximately 50 engineers, managers, and technicians, you will be responsible for developing the strategy to support technology development, product innovation, market assessment, and growth of this portion of Missile Products/Propulsion Systems & Controls business. This position requires technical expertise in motion controls for propulsion systems, proven business development and customer relations experience, and a track record of successfully working with other functions and upper management in a team environment to accomplish business objectives.

Job Responsibilities

Developing and executing a strategic plan to grow the Motion Controls market lane, including building relationships with potential and existing internal and external customers. Creating a technical roadmap to identify key technology opportunities to drive innovation and development of new products and technologies that will provide a competitive advantage in the marketplace, balancing performance, cost, and schedule. Leading a geographically-diverse technical team, focused on staffing the right talent, team-building, employee development, and ensuring that we have depth of skills across software, control system simulation, electrical engineering, and system integration & test disciplines. Directing pursuits and proposal efforts to secure new business. Managing execution of Motion Control projects, with focus on technical excellence, documented standards, process improvement, and meeting cost and schedule objectives. Setting and promoting high standards for quality and safety through peer reviews, process control, and performance feedback. Maintaining state-of-the-art knowledge with respect to technology and engineering best practices through education, conferences, and trade shows. Represent and communicate Northrop Grumman technical capabilities and technologies to internal and external customers. Present deliverables at program technical reviews, proposal reviews, or other technical meetings.

Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills in order to plan, motivate and accomplish goals through your staff.

Basic Qualifications:

  • Bachelor’s Degree in Engineering and 15 Years of experience or 13 years of experience with a Master’s degree in Engineering

  • Must be a U.S. Citizen and be able to obtain a DoD Secret Clearance.

  • Broad technical expertise and working knowledge of software, electrical, and mechanical engineering disciplines as related to design, integration, and testing of motion controls for propulsion systems.

  • Strong leadership, influence, and project management skills

  • 5+ years of project, program, or people leadership experience

  • Excellent oral, presentation, and written communication skills to all levels of an organization

  • Ability to travel (10-20%) to meet with remote team members, current/potential customers, suppliers, and company leadership

Preferred Qualifications:

  • Advanced degree in Engineering, Business Administration, or Leadership

  • Extensive experience with design, development, and testing of motion control systems for propulsion applications

  • Active Secret Clearance

  • Strong background in Lean/Agile and proven results from process improvement implementation

  • Experience in capturing new business through cross-functional collaboration

  • Demonstrated effectiveness in managing internal customer relationships, prioritization, and delegation

  • Ability to balance people management, technical/process management, and strategic/new business aspects of this position

This position falls under a Federal Explosives License issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for this location. Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.

Salary Range: $172,500 - $258,700

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
