There are no direct reports with this position.

POSITION SUMMARY:

Under limited supervision, the Programmer is responsible for programing all requirements approved for project development. Employees in this job class are responsible for programming actions to include drafting a DD Form 1391 for signature, performing preliminary cost estimates, inputting requirement data into the ACES-PM system, creating a digital project folder for each project and maintaining it in accordance with the AF Squadron policy filing system. This job class requires knowledge in the construction, maintenance, repair, and operating of real property facilities and related management, engineering, and other support work.

TYPICAL DUTIES:

  1. *Oversees development and time phasing of operations and maintenance of real property facility and construction programs to ensure assimilation into the overall installation program.

  2. *Determines operational trends and forecasts requirements.

  3. *Determines and coordinates acquisition and use of money, manpower, equipment and material.

  4. *Ensures coordination, and develops new managerial methods and techniques to increase program effectiveness and decrease costs.

  5. *Directs and reviews establishment and maintenance of record drawings, related files, compilation of data for annual budgets and revisions thereto and project capitalization.

  6. *Prepares or directs the preparation of engineering and architectural drawings, specifications and independent cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds, and utilities systems.

  7. *Presents briefings on acquisitions, construction, operation, maintenance, and financial management concerning real property facilities.

  8. *Identifies and discusses problems as well as corrective actions being taken, program status, including fiscal aspects of the engineering portion of the annual budget, and related matters of interest to the Commander and his staff.

  9. Updates the Interim Work Information Management System (IWIMS) (transitioning to NextGen IT/TRIRIGA) database as necessary to support all engineering projects.

  10. Provides training to all engineering staff in 61 CELS (to include military, civilians, and contractors) on the ACES-PM database as needed.

  11. Provides ACES-PM database reports that capture the portfolio of LAAFBs installation development and sustainment program and submit the reports to 61 CELS on a weekly basis.

  12. Prepares for and conducts the Facilities Board (FB), which meets twice a year, and on an as-needed basis to approve emergent requirements.

  13. Updates the LAAFB FB Charter, preparing briefing slides, scheduling pre-briefings with base leadership, coordinating with other LAAFB and affiliated units or organizations, and preparing meeting minutes.

  14. Prepares slides for a pre-brief to the unit commander, a pre-brief to the ABG/CC, and a final briefing to the FB.

  15. Maintains and updates a project requirements development schedule and provides it to the designated Federal representative on a weekly basis.

  16. Updates project requirement development data in ACES-PM on a weekly basis.

  17. Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:

• Seven or more years of work experience in construction, maintenance, repair, and operating of real property facilities and related management, engineering, and other support work;

• Ability to utilize ANG/A7 program and planning documents in determining real property facility requirements for programmed units and activities within the installation and accomplish long and short range planning for replacement of facilities or equipment including contingency operations for potential war or domestic emergency conditions.

• High level of computer expertise including word processing, spreadsheet, AutoCAD, project, Internet, and presentation software applications;

• Knowledge of the practical application of engineering science and technology to include applying principles, techniques, procedures, and equipment to the design and production of various goods and services and the ability to manage construction projects;

• Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by management, team, vendors and/or customers;

• Human relation skills to build effective relationships with team and internal customers;

• Intermediate to advanced computer literacy including knowledge of word processing, spreadsheet, database and presentation software;

• Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;

• Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;

• Ability to establish priorities and solve a wide range of business problems;

• Demonstrated customer service, common sense, problem solving and analytical skills;

• Flexibility to respond to changing work priorities and handle numerous projects at the same time.

EDUCATION REQUIREMENTS:

Bachelors in Technical or related field

A comparable combination of formal education and work experience will be considered.

CERTIFICATES OR LICENSES REQUIRED:

The following licenses or certificates may be required depending on local, state and/or contract requirements:

Fed Security Clearance

Registered Architect

Valid Driver's License

PHYSICAL REQUIREMENTS:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

• Maneuvering to and around equipment

• Transporting to various locations within customer site

• Monitoring computer systems

WORK ENVIRONMENT:

Work is performed primarily in an office environment with limited privacy and exposure to noise from others conducting business. The remainder of work is performed on job sites in the field, driving to and from worksite. Employees may be exposed to noise from equipment, and depending on external weather conditions, wind, rain, cold, and heat.
