Transportation Funding Specialist IIAdministers state and/or federal transportation funded programs. Oversees contracts/grants/projects/programs/lettings to include application, approval, procurement, payments, monitoring, audits, investigations, and/or close-out. Work requires contact with governmental agencies and/or special interest groups. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Transportation Funding Specialist IIAnalyzes highly complex applications and prepares and makes recommendations on program funding; advises. when contracts/grants/projects/programs/letting are approved, the status, funding matters and when funds become available.Coordinates the development of a district plan and activities or assists with the statewide plan in a division concerning a specialized program.Ensures compliance with federal and state requirements concerning program administration and management.Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies.Reviews and edits highly complex project plans and estimates.Assists with the annual formulation of the Transportation Improvement Program (TIP), including verification of compliance with yearly apportionments.Keeps abreast of and ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs.Maintains detailed program and project record.Processes data for input; maintains and verifies reports; and/or establishes and updates records.Ranks projects and/or determines project letting order based on federal and Department guidelines.Performs other job responsibilities as assigned.Transportation Funding Specialist IIIParticipates in short-range and strategic planning.Prepares and analyzes advanced applications and prepares and makes recommendations on program funding; reviews and recommends contracts/grants/projects/programs/lettings.Reviews and edits advanced project plans and estimates.Assists with the annual formulation of the Transportation Improvement Program (TIP), including verification of compliance with yearly apportionments.Consults, coordinates and assists with programs/activities which include Department employees, state, federal, local entities, regulatory agencies and special interest groups.Coordinates the development of a district plan and activities or assists with the statewide plan in a division concerning a specialized program.Ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs.Keeps abreast of and ensures compliance with federal and state requirements concerning program administration and management.Maintains detailed program and project records.Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies.Performs other job responsibilities as assigned.
