Air Force Materiel Command HUMAN RESOURCES ASSISTANT (HUMAN RESOURCES DEV/MIL) in Eglin AFB, Florida

The primary purpose of this position is to perform a variety of technical and administrative work in support of the Force Development Flight and to perform as Test Control Officer responsible for all formal testing. Responsibilities Actively assists the military training and development specialists in planning and scheduling of such program as management training, communications and office skills training and self development programs. provides overall coordination and control of education and training, promotion and testing through government facilities. Prepares routine reports. Serves as a primary Test Control Officer (TCO) for the Weighted Airmen Promotion System (WAPS), Specialty Knowledge Tests (SKT) with over 230 unique versions, Promotion and Fitness Examinations (PFE), United States Air Force Supervisory Examinations (USAFSE). TCO for FLPP, DLPT, ASVAB, AFCT, BAT, AFOQT, CDCs, and PMEs. As installation TCO, manages testing programs to ensure compliance. Performs office administration duties for testing facilities on base using multiple office automation software with varied functions to produce a wide range of documents, formats, etc. Maintains and controls test materials. Administers tests as back-up for test examiner (TE) to eligible personnel as authorized AF, Colleges, interest's inventories, career assessments inventories. Participates on teams, committees and panels in support of special projects, programs and testing issues. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Experience includes administering a variety of tests and managing the procurement, receipt, handling, safeguarding, inventorying, returning and maintenance of requisite records for required examinations and test materials in accordance with governing directives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military employee development and some civilians requesting testing for the sole purpose of enlisting in the military and education regulations, policies, practices, and procedures covering a variety of testing programs relating to the military enlisted promotions program and military career testing and an understanding of the coding system and verification data applicable to eligibility requirements. Knowledge of military and education and employee development personnel instructions, principles, processes and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, accountability, and destruction of controlled test materials. Skill and ability to develop and act as a TCO, developing systems to ensure testing programs are free from loss or compromise and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner. Knowledge of the military and civilian employee development and education personnel data system to ensure accuracy and timeliness in processing personnel actions and to create automated products and reports. Skills in written and oral communications to disseminate guidance, letters, bulletins, reports, and statistical summaries on personnel issues and programs; conduct training and briefings; and present issues and recommendations. Ability to research, interprets, and applies regulations and provides guidance to commanders, supervisors, and managers, etc... Knowledge of military and civilian employee development and education personnel principals, concepts, legal requirements, and methodology to gather facts, responds to questions, ensure regulatory compliance, and provide advisory services. Ability to use personal computers and related software applications in support of office functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
