Overview
Directs, coordinates, and provides oversight to FPAN value based performance projects and programs advancing our ability to meet the quadruple aim through aligned value-based performance incentives with our payer partners.
Monitors Federal and State programs to identify opportunities that would be a good strategic fit for the organization. Works with payer analytics to understand performance in contracts and opportunities to improve performance. Interacts with clinical and operational leaders to share structure of opportunities and gauge level of interest and ability to undertake new programs. In partnership with MHF, manages ongoing relationship with payers to ensure required program documentation and responses are being met. Advances the organization's culture to provide high-value care. Drives performance using a data-driven approach.
Works collaboratively with key supporting partners including data analytics, value-based care, payer relations, contracting, and quality on initiatives.

Employs data-driven, evidence-based, and innovative strategies to enhance population health and reduce overall healthcare costs.
Identifies and recommends changes that will improve productivity and/or financial performance in FPAN
As applicable, partners with data analytics, quality and safety, care coordination, and payer relations to ensure external value-aligned reporting requirements are met.
Manages relationships with data analytics, quality, payer relations, and clinical operations to support system performance, including initiatives around population health, clinical variation reduction, programs around clinical risk management, and network performance.
Educates clinicians and operational staff on their performance.
Qualifications
Required
Education
- Bachelor’s degree or higher in Health-related field such as Business Administration, Healthcare Administration, Public Health, or related field or a combination of equivalent education and experience.
Experience
- Minimum 4 years of education or experience required in relevant field, including health care, health plan, quality or process improvement, direct patient care, or healthcare analytics
Other
Strong organizational skills, demonstrated analysis and problem-solving skills.
Ability to work independently with strong vision and deliverables aligned with strategic goals.
Excellent oral and communications skills.
Demonstrated ability to establish and maintain working relationships with peers and stakeholders at all levels of the organization.
Great understanding of the organization, organizational dynamics, and clinical operations.
Preferred
Education
- Masters in Health Care Administration or Public Health
Experience
Experience with and knowledge of advanced alternative payment models, including ACO REACH, Integrated Health Partnership, , Minnesota Community Measures (MNCM), Quality Payment Programs (QPP), , , Medicare Advantage, and other value-aligned initiatives.
Expertise in population health, value-based care, accountable care organization, quality,
Background or experience in clinical operations and quality improvement programs
Previous experience with payer relationships/product development around value-aligned specifications
