Our Human Resources Team is currently seeking a self-driven Leave Management Supervisor to join our team at the Department of Human Services on our Direct Care and Treatment Division. As the Leave Management Supervisor, you will supervise a team of currently four (4) Leave Management Technicians in daily functions, providing professional human resource guidance and consultation in the areas of coordinating leaves of absence such as FMLA, Paid Parental Leave, Medical Leave, Military Leave, etc., along with maintaining databases, providing reports, insurance coordination, and providing quality control for Direct Care and Treatment. In this role you will participate on various human resources special projects affecting Direct Care & Treatment (DCT) business activities and guide in developing and refining procedures, policies, operations, and systems. You'll serve as a subject matter expert and provide directions to staff in the area of HR Leave Management.

Principal responsibilities/major tasks include:

  • Partnering with Executive Leadership, HR team members and other stakeholders to adhere to compliance with federal and state regulations/requirements.

  • Provide advanced-professional guidance to Leave Management staff regarding laws, policies, procedures and Collective Bargaining Agreements

  • Review FMLA documentation and advise Leave Management staff in order to maintain consistency

  • Develop and provide quality assurance tools to ensure contracts, policies and procedures are being applied consistently.

Minimum Qualifications

Leadership experience: Demonstrated leadership experience may include any of the following:

  • Experience as a supervisor, team lead, lead worker, OR project lead*

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), L4, etc.

  • Completion of a similar or equivalent leadership development program through another organization

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:

  • 1+ years of identifying issues, goals, and strategic actions

  • 100+ hours per year time commitment

AND

Three years of experience demonstrating the following human resources competencies:

  • Expert knowledge of the Family Medical Leave Act (FMLA), Military Leave (USERRA), and unpaid leave and reasonable accommodations (ADA).

  • Working knowledge of and Reasonable Accommodations as provided by the Americans with Disabilities Act (ADA).

  • Comprehensive knowledge of state and federal laws, statewide policies, guidelines, union contracts (AFSCME, MAPE, MMA, MNA and SRSEA collective bargaining agreements), and employee plans.

  • Demonstrated work experience in collecting information/data, auditing and verifying accuracy and to calculate and produce complex detailed analyses of data in various computer systems and/or programs, including databases, spreadsheets, word processing, scanning software, and reporting writing.

  • Strong attention to detail and organizational skills sufficient to ensure policies, bargaining agreements, personnel plans, processes, procedures, laws, rules, and regulations are followed accurately and consistently.

  • Human relations and communication skills sufficient to interact with a variety of clientele at all levels in order to communicate effectively, accurately and in an understanding manner, all while maintaining confidentiality.

Completion of a Bachelor Degree in Human Resources, Organizational Development, or related field will substitute for one year of experience

Completion of an Associate Degree in Human Resources, Organizational Development, or related field will substitute for 6 months of experience

Preferred Qualifications

  • Juris Doctor Degree with experience in advising in the area of Employment Law

  • Knowledge of SEMA4 and HR experience with the State of MN

  • AA or BA degree in human resources or related field
