Harsco Rail’s Contract Services provide customers with a high quality service by work crews that know the machines’ operation and maintenance best. With years of experience, Harsco Rail’s Contract Service teams have covered more than 640,000 kilometres of track, consistently achieving industry leading production rates and high quality output. Contract services include providing the maintenance, equipment, and labour to complete the job.

Harsco Rail offers contract services for Rail Grinding and has been grinding rail for over 50 years, covering more than 300,000 km (192,000 miles) in the last 7 years.

JOB PURPOSE

To Provide support with regards to attendance, performance, capability and conduct, and to ensure best practice is implemented with regards to all HR matters.

Manage all processes for leavers, exit interviews and documenting all meetings.

Advise and support payroll by providing all information relating to leavers, absence, bonus payments and new starter information.

Support in developing employee engagement practices.

Manage all recruitment via SMART Recruiters, agency management sourcing candidates arranging interviews and all formal documentation provided.

To be able to be flexible to work across multiple sites across the UK on a weekly/monthly/quarterly basis which will involve 1 overnight stay on a quarterly basis

Competency

Qualifications & Managerial Experience

  • Experience working in a busy HR environment with evidence of providing quality advice and support.

  • Ideally experience of working in the Rail industry.

  • Level 5 CIPD or working towards Level 5 or

  • Relevant proven experience of working in a HR Department

Technical Skills

  • Strong PC skills in Powerpoint, Excel, Word and Visio

  • Must have the ability to create excel spreadsheets, graphs and pivot tables

  • UK Driving License

  • Knowledge of SMART Recruiters - Desirable

  • Knowledge of TimeTac – Desirable

  • Knowledge of QPULSE - Desirable

RESPONSIBILITIES & DUTIES

  • To support the development and implementation of HR policies, procedures and group standards throughout the UK which are compliant with UK Law.

  • Where applicable monitor the workflow to the HR Apprentice to enable data capture and the relevant changes to the bonus systems

  • Liaise with Managers on recruitment needs via SMART Recruiters ensuring that the process is followed, and documentation is authorised to enable the progress tracking through the system.

  • Manage and participate in the interview process.

  • Working with the HR Business Partner manage communication with the Trade Union and its representatives.

  • Ensure all administration is processing swiftly in line with procedures.

  • Track forms and payroll documentation ensuring accuracy of information submitted and correct signatures are in place as per the authority matrix.

  • Liase with the HR Administration Team on processing of documentation and resolution of employee queries.

  • Where able either via Teams or face to face, accompany managers to meetings with employees, ensuring relevant and structured discussions and capture content of outcomes.

  • Support Managers in identifying development needs and opportunities

  • Liaise with the Training Department to identify/arrange/support training and training courses and learning opportunities.

  • Produce monthly reports and spreadsheets and analysis as required including provision of monthly statistics and information on headcount, employee turnover, absence and recruitment.

  • To ensure appropriate recordkeeping to monitor compliance and meet regulatory requirements

  • Liaise with key stakeholders on HR issues relating to audits, compliance, best practice, investigations, etc

  • To comply with all Health, Safety quality and Environmental policies and procedures

  • To undergo any training as required by company requirements

  • To undertake other duties or travel as discussed with the HR Business Partner and to be able to undertake UK travel when necessary and be flexible in their approach.

  • To visit Harsco sites on a regular basis (to be determined) to ensure a HR presence is represented, (Company pool car or hire car will be provided for all journeys).
